Communities and Local Government, what assessment he has made of the potential implications for her policies of Australia's Combatting Antisemitism, Hate and Extremism Bill 2026.

Tackling all forms of hatred is an issue of global significance. This government is committed to eradicating hated from our society, working to ensure that no individual should ever experience hatred or live in fear due to their race, religion, beliefs or the way they choose to live their lives. The government works closely with allies and international partners including Australia to achieve this. This exchanging of relevant and up-to-date policy information helps to inform and develop effective strategies for addressing the global rise of antisemitism both at home and abroad.

Communities and Local Government, what assessment his Department has made of the impact of moving disabled military veterans from Employment and Support Allowance to Universal Credit on their eligibility for local council tax support schemes.

Reply

Support for working age households, including the treatment of benefits, is designed by councils in consultation with their residents, taking into account the needs and circumstances of their local communities. Each year, councils must consider whether to revise or replace their scheme. This review may include the provision for those migrating between benefits. For pension age households, councils administer a centrally prescribed LCTS scheme, which is reviewed annually.

Communities and Local Government, what assessment his Department has made of the adequacy of powers available to local authorities to (a) maintain and (b) intervene on land where ownership is (i) unknown and (ii) unregistered.

Reply

HM Land Registry (HMLR) are responsible for registering the ownership of land. Approximately 11% of land in England and Wales remains unregistered. My Department is working with HMLR to widen and deepen transparency of land ownership and control.

Communities and Local Government, what steps his Department is taking to support local authorities in identifying ownership of land that has remained unregistered since 1974.

HM Land Registry (HMLR) are responsible for registering the ownership of land. Approximately 11% of land in England and Wales remains unregistered. My Department is working with HMLR to widen and deepen transparency of land ownership and control.

Communities and Local Government, whether her Department has made an assessment of the potential merits of allowing Council Housing tenants to sell their property to buyers other than their Local Authority if they are still within the 10 year purchase period.

Former council tenants who have purchased their home under the Right to Buy scheme but wish to resell or dispose of it within a 10 year period, must first offer the property for sale at the full market value to either the former landlord or to another social landlord in the area. This is known as the right of first refusal. The market value must be agreed between the parties or, if they are unable to agree, will be determined by the District Valuer. If an offer has not been accepted within 8 weeks, the tenant is free to sell the property to anyone on the open market. The government has no plans to change existing policy on the right of first refusal.

Communities and Local Government, if she will bring forward regulations to ensure that solar panels fitted to new housing are (a) safe and (b) pose a low fire risk.

The Building Regulations apply to new building work and are intended to protect people’s safety, health and welfare. They may apply when somebody is putting up a new building, making material changes to a building, extending an existing building or altering building services. They include provisions for electrical and fire safety, including adequate resistance to fire spreading over the roof and from one roof to another.Part P (Electrical Safety) of the Building Regulations requires work to the fixed electrical systems in homes, including solar panels, to be carried out safely to protect people from fire or injury. It should also be noted that all products placed on the GB market must comply with applicable product safety legislation. Nevertheless, our commitment to building safety and system wide reform of the construction sector means that we continue to push for higher standards.The Building Safety Act 2022 introduced new competence requirements on anyone carrying out design or building work and also requires the safety and standard of buildings to be kept under review; Building Regulations can then be updated as needed. This mechanism offers Government a source of evidence if Regulations or guidance are in need of amendment or to reflect advances in building safety knowledge and technologies.

Communities and Local Government, what steps Department is taking to help support economic growth across (a) Yorkshire and (b) northern Lincolnshire.

This Government is developing a modern industrial strategy to deliver the certainty and stability for business to invest and creating the National Wealth Fund to support its delivery and mobilise billions of pounds of investment in the UK’s growth industries. The Government is investing in total over £2.5 billion over 30 years in West Yorkshire, South Yorkshire and York and North Yorkshire Mayoral Combined Authorities to support growth and business investment. Through the Government owned British Business Bank, we are also investing over £1 billion through their regional Investment Fund programmes, including supporting growing businesses across Yorkshire and northern Lincolnshire.
