Commonwealth and Development Affairs, what diplomatic steps she is taking to tackle the use of so-called guilt by blood tactics against Hong Kongers.

This Government will not tolerate any attempts by foreign governments to coerce, intimidate, harass, or harm their critics overseas. Home Office and Foreign, Commonwealth and Development Office (FCDO) ministers have raised directly with the Chinese authorities their strong opposition to the Hong Kong Police's use of arrest warrants and bounties. In the most recent Six-monthly Report to Parliament, the Foreign Secretary spoke out against the deliberate targeting of opposition voices in the UK and elsewhere. FCDO officials have reiterated the Government's deep concerns regarding transnational repression in engagements with Chinese officials and continue to engage regularly with likeminded partners about combatting transnational repression.

China's imposition of the National Security Law on Hong Kong has seen opposition stifled and dissent criminalised. Ministers have repeatedly called for the National Security Law to be repealed and for an end to the prosecution of all individuals charged under it, including Chow Hang-tung.

Commonwealth and Development Affairs, whether his Department plans to participate in humanitarian aid airdrops to Palestinians in the Gaza Strip.

The humanitarian situation in Gaza is catastrophic. In late July, the Prime Minister announced plans for the UK to work with Jordan to get aid into Gaza. Since then, UK aid has been dropped into Gaza by the Royal Jordanian Air Force. Whilst airdrops will help to alleviate some of the suffering, land routes serve as the only viable and sustainable means of providing aid into Gaza. Israel must urgently lift restrictions and facilitate a surge of aid into Gaza to prevent further hunger and malnutrition related deaths. It must ensure that the UN and its partners including non-governmental organisations are able to work safely and effectively.

Commonwealth and Development Affairs, what steps he is taking to support access to medical care for Palestinians.

The healthcare situation in Gaza is critical. According to the World Health Organization (WHO), nearly all hospitals in Gaza have been partly damaged or destroyed. We have made both private and public representations calling for the protection of healthcare facilities and medical professionals. On 25 August, the former Foreign Secretary expressed his horror at the strike on Nasser hospital and called for civilians and healthcare professionals to be protected. On 22 August, the former Foreign Secretary also urged Israel to allow desperately needed medical supplies into Gaza.With our £19 million of support, UK-Med has treated over 600,000 patient consultations in their field hospitals and emergency departments. We have also boosted regional healthcare capacity by providing £3 million for WHO Egypt to treat medically evacuated civilians from Gaza who are receiving care in Egypt.On 1 September, the former Foreign Secretary announced an additional £15 million of aid and medical care for Gaza and the region.

Commonwealth and Development Affairs, if he will take steps to prevent JCB equipment being used by the Israeli Government in the Occupied Palestinian Territories.

The UK Government has a clear position that Israeli settlements in the Occupied Palestinian Territories are illegal under international law. We have guidance on gov.uk that states there are clear risks related to economic and financial activities in the settlements, and we do not encourage or offer support to such activity. UK citizens and businesses should be aware of the potential reputational implications of involvement in economic and financial activities in settlements, as well as possible abuses of the rights of individuals that such activity may entail. Those contemplating any economic or financial involvement in settlements should seek appropriate legal advice.The Government also supports voluntary due diligence approaches taken by UK businesses to identify and prevent human rights abuses, in line with the UN Guiding Principles on Business and Human Rights (UNGPs) and the Organisation for Economic Co-operation and Development Guidelines for Multinational Enterprises.

Commonwealth and Development Affairs, what representations he has made to the Government of Israel on the forced transfer of Palestinian residents from Masafer Yatta.

Reply

We are deeply concerned by the levels of settler violence, settlement growth, and demolition of Palestinian homes in the West Bank. More than 1,000 people in Masafer Yatta face the prospect of demolitions and evictions. In all but the most exceptional cases, demolitions by an occupying power are contrary to international law. We urge Israel to halt demolitions and evictions of Palestinian communities. The UK Government supports Bedouin and Palestinian communities facing demolition or eviction in Area C of the West Bank through access to legal aid programmes and outreach to vulnerable and remote areas. Our officials in Jerusalem will continue to meet communities at risk of demolition and displacement, including the communities of Masafer Yatta.

The healthcare system in Gaza is now on the brink of collapse. As the Minister for International Development said in August, essential medicines are running our while all of Gaza's hospitals have been damaged, with most no longer functioning at all. Humanitarian workers must be protected, and medical and aid workers must be able to do their jobs safely.Foreign, Commonwealth and Development Office officials and I are in regular dialogue with our Israeli counterparts on the protection of healthcare facilities in Gaza. We will continue to make both public and private representations to the Government of Israel to protect healthcare staff and facilities.

Commonwealth and Development Affairs, what discussions he has had with the international community on the recognition of transnational repression as a distinct human rights threat.

Reply

The UK takes the protection of individuals' rights, freedoms, and safety in the UK very seriously. Attempts by foreign States to coerce, intimidate, harass, or harm individuals overseas, or undermine democracy and the rule of law, are unacceptable. We regularly assess potential threats to the UK and use a range of measures, including operational, policy, and legal tools, to counter them, in co-ordination with international partners.The UK is working closely with international partners to tackle transnational repression. We also work closely with Canada as part of their G7 Presidency in 2025 to better align international efforts to counter this activity and publicly call out all forms of transnational repression.The Defending Democracy Taskforce is reviewing the UK's response to transnational repression, to develop our understanding of the issue and ensure a strong, system-wide, response. This review will inform our approach to internationalising this issue.

The UK Government is committed to human rights in Sri Lanka. We have led international efforts over many years to promote accountability and human rights in Sri Lanka, including the rights for Tamils. This includes at the UN Human Rights Council, alongside our partners in the Core Group on Sri Lanka. The Foreign Secretary spoke to newly appointed Foreign Minister, Herath, in November 2024 raising human rights concerns. I visited Sri Lanka from 26-28 January and met with a range of stakeholders including the Prime Minister, Foreign Minister, civil society organisations, as well as political leaders in the north of Sri Lanka raising human rights, including rights for Tamils.

A long-term solution is needed to resolve the complex issue regarding Indian fisherman from Tamil Nadu in Sri Lankan waters. We welcome recent discussions on fisherman rights between the Sri Lankan President, Dissanayake, and Indian Prime Minister, Modi, during a visit to India in December 2024. The UK Government continues to closely monitor developments.

Only three migrants remain left on BIOT temporarily.Diego Garcia was never a suitable long-term location for migrants given the logistical challenges of providing care in such a remote location with no civilian infrastructure and a UK-US military facility, but their safety and security has been paramount throughout this deeply troubling situation inherited from the previous Government.

Commonwealth and Development Affairs, whether he has had discussions with his Pakistan counterpart on voting rights for Ahmadiyya Muslims in Pakistan.

Promoting the rights of religious minorities is an important part of the UK's diplomatic engagement in Pakistan. I underlined the importance of promoting religious tolerance and harmony when I met Pakistan's Human Rights Minister on 19 November 2024, and discussed this issue in Parliament on 28 November 2024. The British High Commission continues to raise the issue of Ahmadi voting rights with the Pakistani authorities at the highest levels. We have been clear that all Pakistani citizens should be able to exercise their democratic rights and participate in peaceful, inclusive and credible elections.

Commonwealth and Development Affairs, what discussions he has had with his Pakistani counterpart on the desecration of Ahmadiyya mosques in that country.

The UK Government is aware of the desecration of Ahmadi Mosques in Pakistan and continues to monitor the situation. I underlined the importance of promoting religious tolerance and harmony when I met Pakistan's Human Rights Minister on 19 November 2024 and also discussed this issue in Parliament on 28 November 2024. In response to the desecration of an Ahmadi Mosque in Daska on 16 January, the British High Commissioner raised the issue of Ahmadi Muslim rights with the Punjab Minorities Minister. We will continue to urge the Government of Pakistan to guarantee the rights of all people, including those of religious minorities, in accordance with international standards.
