In March 2024, we published guidance on Responsible AI in Recruitment. This focuses on good practice for the procurement and deployment of AI systems for HR and recruitment with a specific focus on technologies used in the hiring process. The guidance identifies key questions, considerations, and assurance mechanisms that may be used to ensure the safe and trustworthy use of AI in recruitment. Alongside this, the ICO's AI and biometrics strategy outlines how they will ensure that automated decision-making (ADM) systems are governed and used in a way that is fair to people, focusing on how they are used in recruitment and in public services. As of 25 June 2025, Freedom Fibre delivered 2,500 out of an original contract of 12,000 premises, for a proportion of 21% of the original contract. Building Digital UK will publish more up-to-date data about contract delivery in the next few weeks.

In North Shropshire, Building Digital UK (BDUK) is seeking to agree the extent to which Openreach may be able to extend its network to reach premises that require support from Project Gigabit.This work will not be impacted by BDUK’s integration into the Department for Science, Innovation and Technology (DSIT).

Rural broadband coverage is not good enough. We are delivering nationwide gigabit broadband, through Project Gigabit.Between 1 April 2024 and 31 March 2025, 89% of premises benefitting from government broadband schemes were in rural areas.

Project Gigabit is designed to adapt in the event that a contracted supplier can no longer complete its planned delivery, utilising a mix of contracts and interventions to enable us to continue to bring fast, reliable broadband to hard-to-reach premises across the UK.In North Shropshire, Building Digital UK (BDUK) will be seeking to agree the extent to which Openreach may be able to extend its network to reach premises that require support from Project Gigabit.

All Project Gigabit contracts in all areas are awarded following a transparent, fair and robust procurement process, during which suppliers are required to prove they have the capability and capacity to meet their obligations.If this subsequently changes, suppliers are required to inform Building Digital UK, so that the delivery of Project Gigabit can be adapted accordingly.This is not always a simple process, as commercial operators’ plans and capacity vary, but the scheme is flexible.

Project Gigabit is designed to adapt if and when a contracted supplier can no longer complete its planned delivery.Building Digital UK (BDUK) is already working to put in place alternative solutions for premises in North Shropshire that require support from Project Gigabit. This is likely to involve the cross-regional contract with Openreach.BDUK will provide further information as these solutions develop over the next few months.

As the executive agency responsible for delivering Project Gigabit, Building Digital UK (BDUK) holds regular meetings with suppliers, including Freedom Fibre, to discuss their progress with delivery of their Project Gigabit contracts. Ministers have had no such meetings with Freedom Fibre since 1 January 2025.

The Project Gigabit contract for North Shropshire was awarded following a procurement which was compliant with the Public Contracts Regulations 2015.Officials in Building Digital UK (BDUK) meet regularly with Freedom Fibre to oversee its delivery of this contract.

To deliver the Shared Rural Network, the UK’s four mobile network operators are investing £532m to eliminate the majority of ‘partial not-spots’ – areas which receive coverage from at least one, but not all, operators. The programme has already delivered substantial improvements for rural communities across the UK, with Ofcom reporting that 4G coverage from at least one operator now stands at over 93%, up from 91% when the programme started. The government’s grant funding to upgrade Extended Area Service masts and tackle ‘total not spots’ is capped to prevent overspend. Building Digital UK is working with its delivery partners, including the Home Office, to ensure that maximal benefit can be achieved within the allotted programme funding and that the programme represents good value for money.

Over 72% of premises in the North Shropshire constituency can access a gigabit-capable (>1000 Mbps) broadband connection. Project Gigabit will extend this gigabit coverage. Freedom Fibre is delivering a contract to upgrade over 12,000 additional premises in the region, including over 9,000 premises in the North Shropshire constituency. We expect the first of these premises in North Shropshire to be connected by the end of 2024 and the contract is due to be completed by 2026. We will also keep suppliers’ commercial delivery plans under review and consider what else may be necessary to fulfil our ambition for gigabit coverage across the UK by 2030.

Roaming already exists for 999 calls, as the Code of Practice for the Public Emergency Call Service requires that any call from a mobile phone will automatically roam onto another mobile network free-of-charge to make an emergency call if they have no signal from their own provider.The Government is committed to improving rural coverage. The Shared Rural Network is set to increase 4G geographic coverage throughout the UK to 95% by the end of 2025. This will enable emergency calls in new areas and will reduce the digital divide between rural and urban areas of the UK, helping rural businesses and communities to thrive.
