31 Mar 2025 Product Regulation and Metrology Bill [Lords]

I note that the hon. Member has described many of these toys as “illegal”. In other words, the law is there already. This Bill is therefore not necessary to deal with children choking on toys and all the other things he has outlined. The law is already there; the question is, do we actually implement the law?

Does the hon. Lady also accept that the Bill is not necessary to promote exports? If a company wants to export its products to Japan or Timbuktu, it will have to align with the regulations that exist in those countries anyway. It does not need a Government Bill, and—far worse—it does not need a Minister to have the pow

I wonder whether the Member has read the schedule to the Bill. Agri-food products are not covered.

31 Mar 2025 Product Regulation and Metrology Bill [Lords]

Would the hon. Member accept that if Ministers got up at 9 o’clock in the morning and worked until 9 o’clock at night introducing regulations on the basis of this Bill every day, but there was no enforcement or the enforcement was as weak as he says it is on pottery, we would be no better off?

Anyone listening to the debate would think that it is all about saving children from choking on toys, buildings not burning down because of defective batteries in bicycles, saving lives, safe products, and even the internal market and safeguarding the Northern Ireland economy, but it is not about any of that. It is nic

26 Mar 2025 Tobacco and Vapes Bill

I want to speak to amendment 4 and the subsequent amendments in my name, and to new clause 3. It is right that where a public health issue is identified, this body should look at whether anything can be done about it through law, fiscal policy, or the other levers available to us, but we should ask ourselves, when we i

26 Mar 2025 Tobacco and Vapes Bill

The hon. Member will have the answer to that if he reflects on what we are debating today. We introduced that legislation, yet here we are, revisiting the issue, because people are still smoking and health outcomes are still bad—and we have additional problems, which I will come to in a moment, namely the illegal purch

That was the next point I was going to come to; the hon. Gentleman anticipated what I was going to say. We will place a burden not just on the retailer, but on those who work in the retailer’s store. We are concerned about assaults on retail staff; we have taken legislation on the subject through the House. The evidenc

It is easier to distinguish between a 16-year-old and a 24-year-old. Usually, the younger the age, the easier it is to make that determination, but it is much more difficult when people are older, yet that distinction will have to be made. The idea may be that the cost of the licence will be so expensive that many smal

26 Mar 2025Spring Statement

The Chancellor has claimed today that she is building foundations for the economy, but sadly those foundations are built on sand—increased borrowing, higher inflation, lower growth, jobs taxes and so on. How will such structures stand against the economic forces that will be affecting the United Kingdom, as she has des

25 Mar 2025National Insurance Contributions (Secondary Class 1 Contributions) Bill

I hope that I can have this intervention without a musical interlude. I apologise to you, Madam Deputy Speaker, for having my phone switched on. Will the hon. Member accept that not only are services likely to be affected, as he has outlined, but the Government’s aim of raising additional revenue will be affected as we

25 Mar 2025 Great British Energy Bill

Will the Minister accept that many people listening to this will see it as evading rather than addressing the issue? We can have the Procurement Act, the taskforce and the letters to all the major companies, but the fact remains that most companies will seek financial assistance for the kinds of projects that they wish

25 Mar 2025National Insurance Contributions (Secondary Class 1 Contributions) Bill

Does the shadow Minister find it puzzling that the NHS will be exempt from these changes, yet the many services on which people depend for their health—dental services, social care and so on—will be hit by this rise in national insurance contributions? [Interruption.] No services will remain unaffected, so people will

24 Mar 2025Environmental Audit Committee — Oral Evidence (2025-03-24)

I have some questions on the circular economy. You announced the circular economy strategy in November. When do you intend to introduce it?

24 Mar 2025Environmental Audit Committee — Oral Evidence (2025-03-24)

There is cynicism around all this because of the stories that go around about waste that is collected, separated, and then finishes up in landfill or waste. That is especially the case for stuff like electrical waste and so on that we export to third world countries where all the dirty work is done and where all the en

On the deposit scheme, given that it has been stopped or interrupted in Scotland, that in Wales there has been a judicial review against it, and that Northern Ireland is in a different situation because of EU regulations, do you see the possibility of having a UK-wide scheme? Are we likely to find that because of the d

There will be a cost to the consumer. It is important that when we talk about the circular economy and the specific measures, we are honest with people that there are costs to this, whether it is in supermarkets dealing with packaging or on drinks containers and so on. Do you intend in the strategy to spell out the cos

I will come on to the deposit scheme. When do you see this coming into force in England?

How do you see the strategy that you want to develop as being different from what we had previously?
