ReplyThe Government is committed to ensuring that any risks from the industry-led migration of the copper based Public Switched Telephone Network (PSTN) to Voice over Internet Protocol (VoIP) are mitigated for everyone across the UK, including rural communities. In 2024/25, there were over 2,600 major incidents on the PSTN, each affecting 500 or more customers.In November 2024, the Government secured additional safeguards from the telecoms industry. These include the provision of free battery back-ups for vulnerable and landline dependent customers to ensure access to emergency services for at least one hour in a power outage. Many communication providers have gone further, providing battery back-ups with 4-7 hours of battery life.

ReplyThe UK’s legal framework already requires that animals are only used in science where no validated alternatives exist, and we are accelerating efforts to develop and adopt these alternatives. The Government’s new strategy sets out a long-term vision for a world where the use of animals in science is eliminated except in exceptional circumstances. This will be achieved by creating a research and innovation system that drives the development and validation of alternative methods.

ReplyThe UK Government are taking robust action to ensure new and existing technologies in the UK are Secure by Design. The Product Security and Telecommunications Infrastructure Act requires manufacturers, importers and retailers to ensure consumer IoT products meet minimum security requirements. We have also published Codes of Practice for Software, Apps and AI cyber security for companies to follow to support this, and the NCSC provides guidance on other security requirements.NCSC, as the National Technical Authority for cyber security, is in the process of assessing what if any guidance for robotics manufacturers would be valuable.

ReplyThe Government is committed to ensuring any risks arising from the industry-led migration of the Public Switched Telephone Network (PSTN) to Voice over Internet Protocol (VoIP) are mitigated for all customers. No formal assessment has been made of the impact of the PSTN migration on rural households without broadband. In order to function correctly, VoIP requires a minimum connection speed of just 0.5Mbps, meaning that a broadband connection will not be required.

ReplyTackling digital exclusion, which disproportionately impacts certain demographics including older people, is a priority for government.That is why we published the Digital Inclusion Action Plan – First Steps in February 2025, which outlines the first five actions we are taking over the next year on digital inclusion. Digital exclusion is often age-related, which is why we are keen to address lack of digital skills, as well as access to the internet and to suitable devices.These actions are our immediate steps to boost digital skills and confidence, widen access to devices and connectivity, and get support to people in their own communities so everyone can reap the benefits of technology.
