Day to day management of special advisers in No10 is delegated to senior Special Advisers who work collaboratively to ensure there are positive working relationships between teams.

What Prime Minister's policy is on full-time staff in 10 Downing Street working from home; and whether there is a target percentage for workplace occupancy in 10 Downing Street.

Reply

For management and staffing purposes, the Prime Minister’s Office is a business unit of the Cabinet Office. There is therefore an expectation of a minimum of 60% office attendance for full-time staff in 10 Downing Street.

Pursuant to the Answer of 30 July 2024 to Question 943 on Civil Service: Trade Union Officials, what plans his Department has to review its policy on (a) collating and (b) publishing facility time transparency data.

Reply

The Trade Union (Facility Time Publication Requirements) Regulations 2017 apply to Civil Service departments and set out the expectations around the collation and transparency requirements for paid facility time information. The Government is committed to repealing the Trade Union Act and further information will be published in due course.

Communities and Local Government, what assessment she has made of the contribution of multiculturism to communities; and what steps her Department is taking to promote social cohesion.

This Government is committed to working with communities around the UK to build a culture of cohesion, trust and mutual respect. Building strong relationships and creating spaces and opportunities to bring people from different walks of life together is vital to fostering strong communities.The appalling violence we saw exposed the deep-seated levels of division and decline felt in so many communities. We witnessed rife levels of Islamophobia and other forms of racism, leaving many people fearful, despite the immediate violence having abated.To support the recovery of those towns and cities affected, I am leading cross-Government efforts to help places recover and build cohesion. As a first step in this work, we recently announced up to £15 million of funding for those communities which suffered such appalling violence and hatred on their streets. This includes a comprehensive support offer for Southport. We will rebuild our country by working in partnership with communities, to renew the ties that bind us.

Pursuant to the answer of 31 July 2024 to Question 1237 on Independent Adviser on Ministers' Interests, whether the Independent Adviser will (a) accept and (b) review complaints on ministerial conduct; and whether he will be able to initiate investigations.

This Government is committed to ensuring that the Independent Adviser on Ministers’ Interests has the powers to start investigations into misconduct and that they will have access to the evidence they need. Further detail on this will be set out in due course.

Communities and Local Government, what the planned (a) remit of and (b) budget for the Council of Nations and Regions is; and which regions have been invited to participate in the council.

Reply

The Council of the Nations and Regions will bring together the Prime Minister, the First Ministers of Scotland and Wales, the First and deputy First Minister of Northern Ireland, and the Mayors of Combined Authorities to renew opportunities to collaborate with each other. On 16 July 2024 the Deputy Prime Minister wrote to all areas that do not have a devolution deal to invite them to come forward with a proposal. New Mayors established through this process would also be eligible to sit on the Council of the Nations and Regions. Further details on the Council will be published in due course.

Whether the proposed Ethics and Integrity Commission will have a remit in relation to the conduct of special advisers.

Reply

To ensure the government is held to the highest standards the government will establish a new independent Ethics and Integrity Commission, with its own independent Chair, to ensure probity in government. We will provide an update in due course.

What the criteria are for completing a probationary period for special advisers; and who is responsible for determining whether those criteria have been met.

Reply

Information on the probationary period for special advisers is set out in sections 5 and 6a of the Model Contract for Special Advisers, which is published on gov.uk. There have been no changes to the provisions from when the Rt Hon member was a Minister in the department.

Whether the Prime Minister's Chief of Staff has a role in the determination of salary levels for special advisers.

Reply

Special adviser salaries are set according to the special adviser pay framework. Information on Special Adviser numbers and costs will be published in the Annual Report on Special Advisers as per the requirements of the Constitutional Reform and Governance Act 2010, as was the case under the previous Administration.
