Pursuant to the Answer of 16 September 2024 to Question 4658 on Civil Servants: Recruitment, if he will place a copy of the report on Time to Hire in the Library.

Since question 4658 was answered the data has been updated. The Time To Hire data, for campaigns completed between April and June 2024, indicates the median averages for the Whitehall 17 departments range between 25 and 69 calendar days for grades AA to Grade 6, and 20 and 70 calendar days for SCS Pay Bands 1 and 2.

What the policy of the Government Communications Service is on promoting government communications on (a) Tiktok, (b) WeChat and (c) Telegram.

Reply

The Government uses a range of channels to reach and engage the public. Any use of these platforms would be assessed against the high standards for digital safety set out in the Government Communication Service (GCS) SAFE framework. Neither WeChat or Telegram are currently used to promote government communications. Currently TikTok can only be used in exceptional circumstances.

Pursuant to the Answer of 13 September 2024, to Question 4663, on 70 Whitehall, how many work desks are available for civil servants in 70 Whitehall as a percentage of the staff assigned to work in that building.

Reply

It has been the practice of successive governments not to comment, on grounds of both national security and staff safety, on the physical capacity or staffing numbers for individual buildings of the government estate.

Pursuant to the Answer of 2 September 2024 to Question 2301 on Cyber-Security: EU law, what assessment the Cyber Security Centre has made of the potential cyber risks to the (a) public and (b) private sector posed by the requirement for kernel level software access in the context of the CrowdStrike incident; and whether the Government plans to (i) take steps to transfer responsibilities connected with competition concerns to the Competition Markets Authority and (ii) amend the position in relation to kernel level software access.

The government is conducting a lessons learned review of the July 2024 global IT outage and will share its findings in due course.

The Classification of Public Bodies: Guidance For Departments sets out the different categories of the UK’s public bodies and provides a high-level introduction to the early decision making process for establishing a public body. There is specific guidance for the new public body approvals process in The Approvals Process for the Creation of New Arm’s-Length Bodies: Guidance for Departments.

The Government uses sustainable aviation fuel wherever possible. My Rt Hon Friend the Secretary of State for Transport set out to the House on 22 July 2024 our plans to support the development, production, and use of sustainable aviation fuel.

There are a range of studies and data in the public domain that consider the evidence and trends on the benefits of hybrid working practices which were considered. Sources included published reports from organisations such as the Chartered Institute of Personnel and Development.

Special adviser appointments are published annually. In line with the approach under previous administrations, the Government does not publish specific role titles or responsibilities of individual special advisers.

The Government is publishing an impact assessment of the repeal of the Trade Union Act 2016 shortly. This will be in line with the HMT Green Book and the Better Regulation Framework, and consideration will be given to potential wider impacts.All risks in the National Risk Register, including those related to industrial action, are kept under review to ensure that they are the most appropriate scenarios to inform emergency preparedness and resilience activity and to reflect the risk landscape.

Pursuant to the Answer of 12 September 2024 to Question 4654 on Public Sector: Trade Unions, what the Government's policy is on check-off; and how many departments (a) charge trade unions for levying check-off and (b) have no check-off arrangements.

I refer the Rt. Hon. Member to the answer given to PQ 4654 on 12 September 2024. Data on check-off provisions in the Civil Service can be found in the impact assessment published under the previous administration alongside The Trade Union (Deduction of Union Subscriptions from Wages in the Public Sector) Regulations 2024. This data was collected prior to the regulations coming into effect.

What the timetable is for publication of up to £150,000 senior salaries transparency data on gov.uk; and whether this list will include special advisers.

The Cabinet Office publishes an annual list of named senior civil servants and senior officials in departments, agencies and non-departmental public bodies earning £150,000 and above. The previous administration did not publish a 2023 list. The Cabinet Office will confirm arrangements for future publications of the list in due course.There are separate transparency arrangements for special advisers.

Pursuant to the Answer of 23 September 2024 to Question 5043 on Prime Minister: Staff, how many staff work in (a) press, (b) marketing and (c) communications roles.

Reply

As a modern communications service, the Prime Minister’s communications team covers a wide range of functions, including press, digital, strategic comms and private office support. In addition to supporting directly the work of the Prime Minister, Downing Street also serves as a central communications team, working across Whitehall to prepare content, communicate the delivery of policies and coordinate communications activity across government departments, in line with the Civil Service Code. As of November 7, there are 47.6 FTE Civil Servants in the communications team. This remains unchanged in size since the election. As was the case under the previous Administration, information about Special Adviser numbers and costs will be published in the Annual report on Special Advisers.

Reply

The requirements for the publication of departmental Senior Civil Service (SCS) organograms remain in place. Each individual department is required to publish this information regularly on gov.uk and is responsible for their own publication.
