The below table sets out holding responses issued by National Highways in England, and the Yorkshire and North East (YNE) operational region (the smallest for which data is available) in each of the last five financial years. Pursuant to the Answer of 16 June 2025 to Question 59057 on Roads and Roundabouts: Northumberland, how many direct representations her Department has received from (a) officials and (b) elected representatives of Northumberland County Council on (i) the Road Investment Strategy, (ii) Moor Farm roundabout and (iii) Seaton Burn roundabout in the last 12 months.

The Department for Transport has received no formal representations from officials or elected representatives at Northumberland County Council on the Road Investment Strategy, Moor Farm Roundabout or Seaton Burn roundabout in the last 12 months. However in addition to representations set out in my answer of 16 June to question 59057, National Highways has confirmed that representatives from Northumberland County Council have attended formal Stakeholder Reference Group meetings in September 2024, and have contributed to the development of the strategic case for the proposals to improve Moor Farm and Seaton Burn Roundabouts in the RIS Pipeline.

Officials from my Department and National Highways met with the North East Combined Authority, of which Northumberland County Council is a member, in January 2025 to discuss these and other matters. National Highways will continue to engage key local stakeholders, including the relevant local authorities, on proposals to improve Moor Farm and Seaton Burn Roundabouts through its regular Stakeholder Reference Group meetings.

National Highways does not have any air quality monitoring for Moor Farm Roundabout and has not monitored here, or similar locations, because there are no sensitive receptors such as houses or schools anywhere nearby.

The level of capital funding invested through the major enhancement projects portfolio during Road Investment Strategy (RIS) 1 and 2 split by region is show in the below table. The Department holds and publishes data on the average speed and delay for both the strategic road network, of which the A19 and A1 form part, and locally managed ‘A’ roads, including A189. Datasets for both networks are available via interactive maps on the Department for Transport’s website.The information is held at an individual link level each year from 2021 onwards. The impact of delay to road users is an integral part of National Highways’ assessment of the potential economic benefits of proposed enhancements to the strategic road network, and the performance of Moor Farm junction has been considered as part of the A19 North of Newcastle RIS Pipeline scheme.

The Department holds and publishes data on the average speed and delay for both the strategic road network, of which the A19 and A1 form part, and locally managed ‘A’ roads, of which the A189 forms part. Datasets are available on the Department for Transport’s website for the strategic road network (https://dft.maps.arcgis.com/apps/instant/portfolio/index.html?appid=0e99fa1f832d4f5cb240ab7e0fca0d46) and the local road network (https://dft.maps.arcgis.com/apps/instant/portfolio/index.html?appid=d16db07065864eb0a29df1ea9152590d). It is important to note that although figures are produced for average speed and average delay on both the Local ‘A’ and SRN networks, methodological differences between the Local ‘A’ road and SRN data prevents direct comparison between the two road types.

DfT reported road casualty statistics reports numbers of personal injury road traffic collisions in Great Britain that were reported to the police using the STATS19 reporting system. Damage only collisions are not held by the Department. The number of reported road collisions around Moor Farm Roundabout, including the slip roads, from 2019 to 2023 can be found in the table below. How much funding was allocated to (a) the A19 North of Newcastle junctions scheme and (b) improvements to (i) Moor Farm and (ii) Seaton Burn during the allocation of RIS3 pipelines schemes before July 2024.

The second Road Investment Strategy (RIS2) identified 32 schemes to be developed for possible delivery as part of a future Road Investment Strategy, including proposed improvements to both Moor Farm and Seaton Burn junctions as part of the A19 North of Newcastle scheme. Pipeline schemes are funded for their development stages only, and no funding is allocated for their full delivery. A provision of £472 million was originally made in RIS2 for the development of future road investment strategies. This covered development of pipeline schemes and National Highways assessment of the current performance and future investment priorities of its network through its Routes Strategy process. Development of individual Pipeline schemes is through a combination of internal National Highways project and analytical resource and external support and funding is not allocated at an individual scheme level.

Maintenance of the local highway network within the constituency of Cramlington and Killingworth is shared between Northumberland County Council and North Tyneside Council. It is up to the respective highway authority to decide how best to maintain its network, based upon its local knowledge, circumstances and priorities, to fulfil its statutory duty under Section 41 of the Highways Act 1980. The Department regularly publishes data about the condition and maintenance of roads by local authority and National Highways; this data can be found on gov.uk: https://www.gov.uk/government/statistical-data-sets/road-condition-statistics-data-tables-rdc. The government knows that Britain needs a modern transport network to help kickstart economic growth. Good local bus services are an essential part of prosperous and sustainable communities. As announced in the King’s Speech, the government will pass the Better Buses Bill to put the power over local bus services back in the hands of local leaders right across England, to ensure networks can meet the needs of the communities who rely on them, including communities across the North East. By giving local leaders more control and flexibility over bus funding they can plan ahead to deliver their local transport priorities. The Department will work closely with local leaders and bus operators to deliver on the government’s ambitions.
