The Housing and Regeneration Act 2008 sets out who is eligible for registration and gives the Regulator of Social Housing (RSH) the power to set criteria on certain matters that landlords must meet to register with them. RSH’s registration criteria is designed so that once registered, social housing landlords can meet ongoing regulatory requirements: to provide safe, well-maintained homes through organisation that are well governed and financially viable. Both the Department and the Regulator engage regularly with stakeholders and remain open to receiving feedback on engaging with the registration process.

Communities and Local Government, whether he has considered amending (a) subsection 254(5) and (b) Schedule 14 of the Housing Act 2004.

The government has no current plans to change the list of buildings that are not considered Houses in Multiple Occupation (HMOs) under the Housing Act 2004. We keep the regulation of HMOs under review.

The government is aware of concerns regarding the abuse of valuable parking resources and is determined to raise standards. For private land, the Parking (Code of Practice) Act 2019 places a duty on the government to prepare a Code of Practice containing guidance about the operation and management of private parking facilities. On 11 July, the government published a consultation document setting out its proposals for raising standards across the private parking industry. On public land, Local Authorities are empowered to determine their parking arrangements through the Traffic Management Act 2004, which requires them to ensure that parking policies meet the requirements of their local area.

This government has increased homelessness and rough sleeping funding by £233 million in 2025/26, taking total investment to nearly £1 billion. This includes a further £3.5 million for the Night Shelter Transformation Fund extension in 2025-26. NSTF projects that were in receipt of revenue funding in 2024/25 were eligible to apply for additional funding in 2025/26. Successful applicants will be informed about the outcome of their applications, and all allocations be published on gov.uk website in the new financial year.
