Food and Rural Affairs, what assessment he has made of the effectiveness of the Common Market Organisation Regulation for sugar in ensuring British Sugar negotiates sugar beet contracts with the grower’s mandated representative NFU Sugar.

The Government recognises the importance of sugar beet farmers who are vital to UK sugar production. Also, that sugar beet itself, used in crop rotations, is beneficial to soil and crop health and allows arable farms a season of “rest” from cereal production. We are committed to promoting fairness across the food supply chain. That includes seeing a price agreed for sugar beet that benefits both growers and processors, in the context of the global market. There is a well-established process in place to agree the sugar beet price; designed to be independent between both parties. An Inter Professional Agreement is agreed each year between both parties and sets out the process for negotiating and agreeing price, terms and conditions for the upcoming crop year, as well as any dispute resolution process. This process has been effective over many years, and we are committed to this process.

Food and Rural Affairs, with reference to the report by the National Audit Office entitled Resilience to Animal Diseases, published on 4 June 2025, whether his Department has made an assessment of the adequacy of the existing (a) contingency plans and (b) preparedness for a bluetongue virus outbreak.

The Government has published the Contingency plan for exotic notifiable diseases of animals in England which provides an overarching framework for response to all exotic disease and defines the roles, responsibilities, and command structures employed. The Plan is updated annually; the 2025 version is undergoing extensive due diligence before it is laid with parliament this autumn. Defra’s published Bluetongue virus serotype 3 (BTV-3) Control Framework for England sets out our approach to disease control, aiming to limit the spread of BTV infection through proportionate and evidence-based control measures. The Framework aims to balance the burdens of controls against the benefits of eradication of bluetongue, whilst minimising the cost of any outbreak both to government and farmers. Defra will keep the approach to bluetongue control under review in 2025 and is grateful for the continued engagement of Devolved Governments and industry stakeholders.

Innovation and Technology, whether he has made an assessment of the potential merits of publishing the (a) data security systems and (b) policies used by (i) ISO Certification and (ii) other public services.

Reply

The International Organization for Standardization (ISO) and its associated certifications are not owned by the UK Government. We therefore cannot comment on the policies and data security systems they recommend.All cross government security and data policies are published on gov.uk and security.gov.uk . Each government organisation will have its own local policies on how to protect data and systems for realising this goal. This is not information held centrally by DSIT.

Media and Sport, if she will have discussions with Tottenham Hotspur on allegations that its shirt sponsorship AIA has supported Chinese authorities to imprison Hong Kongers.

Sports bodies operate independently of the Government. The shirt sponsorship contract with AIA is a commercial matter for Tottenham Hotspur Football Club. China's imposition of the National Security Law on Hong Kong has seen opposition stifled and dissent criminalised. The UK has called for the National Security Law to be repealed and for an end to the prosecution of all individuals charged under it. This Government will continue to stand with the people of Hong Kong.

Commonwealth and Development Affairs, what discussions he has had with his Chinese counterpart on the (a) arrest of the father of Anna Kwok and (b) additional charges laid against Joshua Wong.

The UK is closely monitoring the prosecution of Kwok Yin-sang, father of US-based Anna Kwok, and is deeply concerned by the news of further charges against Joshua Wong who is currently detained in Hong Kong. China's imposition of the National Security Law has significantly eroded the rights and freedoms of Hong Kongers, a situation that has worsened with the enactment of the Safeguarding National Security Ordinance. We call on Beijing to repeal the National Security Law and end the prosecution of all individuals charged under it.

How many LGBT veterans have received financial reparation.

Reply

As of 23 June 2025, the LGBT Financial Recognition Scheme had made payments totalling £3.4 million to 69 applicants with life-limiting conditions or serious health concerns. We are now processing applications based on date received. The first payments were issued within 15 weeks of the scheme going live. The Ministry of Defence remains committed to ensuring all eligible veterans receive the recognition they deserve.

Flights have been chartered to evacuate UK citizens from Israel. The UK Government has not chartered flights to evacuate UK citizens from Iran. Media reports suggest the Iranian airspace is in the process of re-opening.

Commonwealth and Development Affairs, what assessment he has made of the potential implications for his policies of reports of the deployment of Hungarian paramilitary police to Bosnia and Herzegovina.

The UK remains steadfast in our commitment to the stability, sovereignty, and territorial integrity of Bosnia and Herzegovina (BiH). Any security sector support to BiH should focus on upholding peace, stability and the rule of law across the whole of BiH. We engage with all regional partners, including Hungary, to work constructively to strengthen domestic institutions, to use their influence positively with BiH's leaders, and to uphold the constitutional framework in BiH. We urge all partners to refrain from any actions that could undermine sovereignty and territorial integrity of BiH.

Europe's security is critical to our own and we recognise the contribution of the European Union's (EU) military operations and missions to regional security. This includes the EU Force Bosnia and Herzegovina (EUFOR), which the UK recognises as vital for maintaining peace and security in Bosnia and Herzegovina (BiH). We continue to support EUFOR's role in upholding the military aspects of the Dayton Agreement, and engage regularly with EUFOR and the EU Delegation in BiH. The composition of EUFOR and the nature of support provided in EU Common Security and Defence Policy missions remains a matter for the EU.

Commonwealth and Development Affairs, whether he has had discussions with his Hungarian counterpart on Hungarian government meetings with Milorad Dodik.

Reply

The Foreign Secretary met his Hungarian counterpart in January, and I most recently met Deputy Foreign Minister Levente Magyar on 19 June. In both meetings, the Foreign Secretary and I raised wider European security and emphasised the importance of unity from all partners. Locally, our Embassy in Budapest has raised, with senior officials, the Hungarian government's engagement with the Republika Srpska entity's President Dodik. We encourage de-escalation, the need to uphold peace in accordance with the Dayton Agreement, and support for the territorial integrity and sovereignty of Bosnia and Herzegovina.

If he will make an assessment of the potential merits of reducing restrictions on recruitment to enable NHS Trusts to recruit more British doctors trained abroad.

No assessment has been made. British doctors who obtained their medical degree abroad need to meet the requirements of the General Medical Council, the independent professional regulator of the medical profession, to practise medicine in the United Kingdom.British doctors who have obtained a medical degree abroad are then able to apply for jobs in the National Health Service on the same basis as UK medical graduates.

Commonwealth and Development Affairs, how many British nationals are in Iran; and whether they will be evacuated.

Reply

We do not register numbers of British nationals (BN) overseas. We have long advised against all travel to Iran. The UK Government will not be able to evacuate or provide face-to-face assistance to BNs in Iran. If BNs intend to depart Iran across a land border and consider it safe to do so, we advise them to check the travel advice of the country they intend to enter before travelling to the border, including visa requirements. BNs requiring assistance can contact the Foreign, Commonwealth and Development Office 24/7.

Reply

The safety of our staff remains a top priority. That is why we have taken the precautionary measure to temporarily withdraw our UK staff from Iran. The travel advice remains that British nationals should not travel to Iran. The UK Government will not be able to evacuate or provide face-to-face assistance to British Nationals in Iran. Our Embassy continues to operate remotely, and we maintain the ability to message the Iranian system directly and will continue to do so.

Support to British nationals remains our top priority and we have worked at pace to ensure those who want to leave Israel and the Occupied Palestinian Territories can do so, with six flights leaving Israel since 24 June. At this time, no further flights are planned. Commercial flights are now available. This remains a fast-moving and fragile situation, and plans will be kept under constant review.

Pursuant to the Answer of 19 September 2024 to Question 4548 on Winter Fuel Payment: Rutland and Stamford, how many people will be eligible for Winter Fuel Payment in Rutland and Stamford constituency after proposed changes to the eligibility criteria.

From this winter, individuals with an income of £35,000 or below, will benefit from a Winter Fuel Payment. Winter Fuel Payments are £200 for a household with someone of State Pension age and £300 for a household with someone aged 80 or over. They will be paid automatically to anyone who has not opted out. Individuals with a taxable income above £35,000 a year will see any Winter Fuel Payment recouped via HMRC. This means that the majority of pensioners in England and Wales – around 9 million individuals – will now benefit from Winter Fuel Payments.

Whether she has made an assessment of the potential merits of appointing a Commissioner for Old People in England.

Reply

The Department for Work and Pensions has no current plans to appoint a Commissioner for Old People in England. Employment support, through the creation of our new Jobs and Careers Service, will enable everyone, including older people, to access good, meaningful work and support progression into work. More details are set out in our Get Britain Working White Paper published last year and additional employment support for eligible older jobseekers is already currently available through our UK network of Jobcentres. To better hear the voices of older people and further develop the reforms set out in in our Pathways to Work Green Paper, we are committing to the establishment of ‘collaboration committees’. This will bring together groups of people, including older people, with civil servants to collaborate on discussions, challenges, and recommendations on specific areas of work.
