What guidance is provided to Personal Independence Payment assessors on considering the effects of active medical treatment on claimants’ functional ability.

Reply

Personal Independence Payment (PIP) assessments focus on the functional impact of a claimant’s health condition, rather than diagnosis or treatment alone. At assessment, Health Professionals (HPs) gather information on any past, current and ongoing medical treatment related to conditions that impact function, including medication, therapy, monitoring, side effects and effectiveness. Where necessary to properly inform their advice, HPs should and routinely do seek additional evidence from treating health professionals or other appropriate sources. Medical treatment is covered throughout training and guidance, and HPs routinely consider the effects of ongoing medical treatment on functional ability when advising on appropriate descriptors. This includes both positive effects, where treatment enables activities to be completed more reliably, and negative effects, such as side effects or symptom fluctuation. These factors are particularly important when applying the reliability criteria, including whether an activity can be carried out safely, to an acceptable standard, repeatedly, and within a reasonable time. The impact of treatment is also assessed directly within activity 3, which relates to managing therapy or monitoring a health condition. Where symptoms fluctuate, including because of treatment variability, HPs assess functional impact over a 12-month period to reflect good and bad days and determine how descriptors apply on the majority of days. HPs also consider what medical treatment is being undertaken when advising on a recommended review date, aligning this with the point at which an individual’s functional needs could reasonably be expected to change, for example following recovery or changes to treatment. Claimants are also expected to notify the Department directly of any changes in their condition or circumstances, so that their award can be reviewed where appropriate.

What steps his Department is taking to reduce the waiting times for a decision on Access to Work claims in Surrey Heath constituency.

The Department is committed to reducing the Access to Work waiting times. We have increased the number of staff working in this area by 27% and we have continued to streamline delivery practices. To protect employment opportunities, case managers prioritise Access to Work applications where the customer is due to start a job within four weeks, or cases that are up for renewal. In the Pathways to Work Green Paper, we consulted on the future of Access to Work and how to improve the scheme so that it helps more disabled people in work. We are considering all aspects of the scheme as we develop plans for reform following the conclusion of the consultation.

What recent assessment has been made of the adequacy of the availability of employment support for people with learning disabilities in Surrey Heath constituency.

For people who need specialist intensive support, DWP have agreed to fund Surrey County Council up to £9.8m to deliver the national Connect to Work programme across Surrey to around 2500 people to March 2030. This voluntary Supported Employment programme is for disabled people, people with health conditions and those with complex barriers to employment, including those with learning disabilities and autistic adults, helping them to find sustained work. People interested in taking part in Connect to Work in Surrey can do so via this website: Connect to Work - Surrey County Council. We also have support for individuals available via our Jobcentres. This includes our Pathways to Work Advisors, who are helping individuals identify and overcome obstacles which may stop them from moving towards or into work, and for those who are ready to access employment, wider skills support, and our employment programmes. There is also support available through our Disability Employment Advisors (DEAs). DEAs provide Jobcentre Plus work coaches with specialist support on how to tailor their support to help customers with long-term health conditions and disabilities move closer or into the labour market. Additionally, they can also offer direct support (1-2-1) to customers on top of what they receive from their work coach. They also work with the local community to advocate for customers, collaborate with local partners (GPs, NHS, third sector organisations), facilitate support that meets local needs and promote other initiatives such as Disability Confident, Workwell, Connect to Work and Access to Work. Access to Work provides grant funding to support Workplace Adjustments that go beyond an employer's duty to provide reasonable adjustments as outlined in the Equality Act 2010. The grant provides personalised support and workplace assessments, travel to work, support workers, and specialist aids and equipment. In March 2025, we published the Pathways to Work Green Paper, to consult on the future of Access to Work. We are considering responses to the consultation and will set out our plans in due course.

The Child Maintenance Service (CMS) is committed to providing a modern and efficient service for all customers. Through the Service Modernisation Programme, CMS is expanding digital channels and self-service options, including online tools like Get Help Arranging Child Maintenance and My Child Maintenance Case (MCMC), available 24/7. It has improved communications via SMS, email, and clearer letters, and introduced online messaging for certain processes, with plans to extend this further. By promoting self-service, CMS frees resources for customers who prefer phone support. Recent call routing improvements ensure faster access to case-owning teams.

The Government is committed to ensuring young people have access to high-quality technical education that leads to real job opportunities in construction. Earlier this year, we announced a £625 million investment to address skills shortages and support major national projects, including housing and clean energy. This investment will expand construction courses in colleges and grow Skills Bootcamps - short, flexible courses designed for those starting out or looking to upskill. Foundation Apprenticeships in construction launched in August, providing a clear route into the industry, and additional Skills Bootcamps are now being delivered by local and national providers.This package also created 10 new Technical Excellence Colleges across England. The South East region’s designated Construction Technical Excellence College (CTEC) is North Kent College. As the regional hub, it supports a network of local providers across the South East - including Surrey Heath. The package also funds more local placements and apprenticeships, giving learners practical experience close to home. Through these measures, we are creating strong pathways for young people, including those in Surrey Heath, to enter construction and build rewarding careers in a sector critical to the UK’s growth and Net Zero ambitions.

What steps his Department is taking to support pensioners with (a) energy, (b) food and (c) housing costs in Surrey Heath constituency.

This Government provides a range of measures to help pensioners with the cost of living. Most significantly, the Government’s commitment to supporting and delivering for older people by maintaining the Triple Lock throughout this Parliament will ensure the value of State Pensions continues to rise faster than prices over time. On current forecasts it means pensioners’ yearly incomes are set to rise by up to £2,100 by the end of this Parliament. From this Winter, around 9 million pensioners in England and Wales, over three quarters of all pensioners, will benefit from Winter Fuel Payments. In addition, for eligible households, Cold Weather Payments are made automatically during periods of severe weather, and the Warm Home Discount provides a £150 annual rebate on electricity bills. Pensioners receiving Pension Credit qualify automatically for Cold Weather Payments and the Warm Home Discount. Pension Credit continues to provide invaluable financial support to help low-income pensioners with their day-to-day living costs. That is why we have been running the biggest ever Pension Credit take-up campaign, promoting it to eligible pensioners, their families and friends, so that more pensioners receive the financial help to which they are entitled. Housing Benefit is also available to help pensioners who rent their homes. Pensioner homeowners who receive an income-related benefit, including Pension Credit, can receive Support for Mortgage Interest (SMI), which provides help towards the interest on eligible loans secured against their home and means they can stay in their homes without fear of repossession. Finally, we have enabled local authorities such as Surrey County Council to provide discretionary assistance to pensioners facing hardship, through the Household Support Fund, which has been extended until March 2026. This fund helps vulnerable households with the cost of essentials such as food and energy.

This government is transforming the apprenticeships offer into a new growth and skills offer that will give greater flexibility to employers and support young people, including those in Surrey, at the beginning of their careers. In August, we introduced new foundation apprenticeships to give young people a route into careers in critical sectors, enabling them to earn a wage while developing vital skills. They are underpinned by additional funding for employers of up to £2,000 to contribute to the extra costs of supporting someone at the beginning of their career. More recently, we have announced an ambition to support 50,000 more young people into apprenticeships and backed this with an additional £725 million of investment. This will enable us to expand foundation apprenticeships into sectors that traditionally recruit young people. It also provides £140 million to pilot new approaches, with Mayoral Strategic Authorities, to better connect young people aged 16–24, especially those who are NEET, to local apprenticeship opportunities. In addition, from the next academic year, the government will fully fund apprenticeships for non-levy paying employers (essentially small and medium sized enterprises) for all eligible people aged under 25. At the moment, this only happens for apprentices aged 16-21 and apprentices aged 22-24 who have an Education, Health and Care Plan (EHCP) or have been, or are, in local authority care. We also provide £1,000 to both employers and training providers when they take on apprentices aged under 19, or 19-to-24-year-old apprentices who have an EHCP or have been, or are, in care. Employers also benefit from not being required to pay anything towards employees’ National Insurance for all apprentices aged up to age 25, when the employee’s wage is below £50,270 a year. The government also facilitates and funds the Apprenticeship Ambassador Network (AAN) which comprises 2,500 employers and apprentices who volunteer to promote the benefits of apprenticeships. It operates across all parts of England, including in Surrey, through nine regional networks which provide buddying and mentoring support to small businesses to help them recruit and retain apprentices.

At the Budget, we announced more than £1.5 billion of investment over the next three years, including funding £820 million for the expanded Youth Guarantee to support young people to earn or learn, and an additional £725 million for the Growth and Skills Levy to help support apprenticeships for young people.Through the expanded Youth Guarantee, young people aged 16-24 across Great Britain are set to benefit from further support into employment and learning, including:Support to find a job: For young people on Universal Credit who are looking for work, we are introducing a new Youth Guarantee Gateway, which over the next three years will offer nearly 900,000 16–24-year-olds a dedicated session, followed by four weeks of additional intensive support with a Work Coach. This new support will identify specific work, training, or learning opportunities locally for each young person and ensure they are supported to take those up. This support could be delivered at a Youth Hub.Further expansion of Youth Hubs: We are expanding our network of Youth Hubs to over 360 locations so that all young people – including those not on benefits – can access opportunities and wider support in every local area of Great Britain. Youth Hubs will bring together partners from health, skills and the voluntary sector, working closely with Mayors and local authorities to deliver joined-up community-based support. Across Surrey, there are currently five Youth Hubs across Surrey based in Camberley, Weybridge, Staines, Mole Valley and Woking.c300,000 additional opportunities for workplace experience and training: For young people on Universal Credit who are looking for work, we will create up to 150,000 additional work experience placements and up to 145,000 additional bespoke training opportunities designed in partnership with employers – Sector-based Work Academy Programmes (SWAPs). What steps he is taking to tackle pensioner poverty in (a) Surrey and (b) Surrey Heath constituency.

The State Pension remains the foundation of our support for pensioners, and our commitment to maintain the Triple Lock throughout this Parliament will ensure its value continues to rise over time. Subject to Parliamentary approval, the basic and new State Pensions will, increase by 4.8% in April 2026, benefitting over 12 million pensioners by up to £575. It also means the new State Pension is set to rise by over £2,000 over this Parliament. Pension Credit continues to provide vital financial support for pensioners who, for whatever reason, find themselves on a low income. It does this by guaranteeing a minimum level of income - called the Standard Minimum Guarantee - which will also, subject to Parliamentary approval, increase by 4.8%, protecting the most vulnerable pensioners.Crucially, receipt of Pension Credit also opens the door to other financial support, including Housing Benefit, Council Tax support and help with NHS costs as well as help with fuel bills and a free TV licence for those over 75. Maximising the take-up of Pension Credit remains a key priority. That is why we have been running the biggest ever Pension Credit take-up campaign, promoting Pension Credit to eligible pensioners and their family and friends. The latest campaign burst started in September and activity is planned until the end of the financial year. Our campaign features adverts on television and 'video on demand', radio (including Greatest Hits radio, Hits Radio Lincolnshire, Classic FM and Smooth), social media, digital screens in GP surgeries and Post Offices (13 locations in Lincolnshire), as well as press activity (including advertorials in the Lincolnshire Echo, Grantham Journal, Lincolnshire Free Press, Spalding Guardian and the Stamford Mercury).For households facing financial hardship, the Household Support Fund remains available, with funding extended to March 2026.

What steps his Department is taking to support people with mental health illnesses into work in (a) Surrey and (b) Surrey Heath constituency.

Good work is generally good for health and wellbeing, so we want everyone to get work and get on in work, whoever they are and wherever they live. Backed by £240 million investment, the Get Britain Working White Paper launched in November 2024 is driving forward approaches to tackling economic inactivity and supporting people into work. Disabled people and people with health conditions, including people with mental health conditions, are a diverse group so access to the right work and health support, in the right place, at the right time, is key. We therefore have a range of specialist initiatives to support individuals to stay in work and get back into work including those that join up employment and health systems. In Surrey, Work Coaches refer customers to Talking Therapies via the Healthy Surrey website, ensuring timely access to professional mental health support. Additionally, DWP has strong relationships with We Are With You (Talking Therapies), particularly through Woking Jobcentre Plus (JCP) and other Surrey sites, enabling seamless referrals. Our Youth Hub in Surrey Heath plays a key role in supporting young people with mental health needs. Mental health services such as Mind Matters, Social Prescribing, and WorkWell feed into the hub, ensuring young people can access wraparound support for wellbeing alongside employment advice. WorkWell has a twice-weekly presence at Guildford JCP, offering mental health and employment support. Connect to Work is opening across all of England and Wales throughout 2025 and early 2026 and the Surrey Connect to Work delivery area is open for referrals. This new voluntary, locally commissioned Supported Employment programme is suitable for individuals with mental health conditions to find and stay in work. Participants are given a dedicated specialist employment support adviser who works alongside them to understand their career goals and help them to address any specific barriers to employment. The employment adviser works with both the employer and the participant to ensure that the transition into work is smooth and that the workplace is inclusive. Other measures to support people with mental health conditions into work include support from Disability Employment Advisers in Jobcentres and Access to Work grants. Our Health Work Coaches provide personalised support, including Pathways to Work and Additional Work Coach Time (AWCT) interventions, ensuring individuals receive consistent and empathetic guidance. The GP Outreach and GP Integrated Mental Health Service intersect many mental health referrals, providing holistic support and signposting. In recognition of employers’ vital role in addressing health-related economic activity, we appointed Sir Charlie Mayfield to lead the Keep Britain Working independent review, which was published on 5 November. In partnership with DBT and DHSC we are launching Vanguards to test new employer-led approaches to support individuals to stay in work, putting his key recommendations into action from day one. In the review, Sir Charlie recommended that mental health in young people should be a priority area for the Vanguards to explore. The 10 Year Health Plan, published in July, builds on existing work to better integrate health with employment support and incentivise greater cross-system collaboration, recognising good work is good for health. The Plan also states the Government’s intention to break down barriers to opportunity by delivering the holistic support that people need to access and thrive in employment by ensuring a better health service for everyone, regardless of condition or service area. It outlines how the neighbourhood health service will join up support from across the work, health and skills systems to help address the multiple complex challenges that often stop people finding and staying in work.

What assessment he has made of the potential merits of reviewing the adequacy of support available to pensioners in schemes with differing indexation arrangements.

Reply

The Government has no plans to retrospectively change defined benefit pension scheme rules to align what are highly variable indexation arrangements. Our reforms will however introduce greater flexibility for more trustees to share surplus with employers, deliver better outcomes for members and benefit the wider economy. Trustees will be able to require that employers approve discretionary indexation for members as part of any agreement to release surplus funds to the employer. The Pension Regulator already sets out that trustees should consider the situation of those members who would benefit from a discretionary increase and whether the scheme has a history of making such awards. The Regulator will be producing further guidance on surplus sharing once the legislation is in place.

Statistics on the number of children living in absolute and relative poverty in the UK are published annually in the “Households Below Average Income” publication, the latest available being: Households below average income: for financial years ending 1995 to 2024 - GOV.UK. Statistics on the number of children living in absolute and relative poverty on a before housing costs basis at local level are published annually in the “Children in low income families: local area statistics” publication, the latest available being: Children in low income families: local area statistics 2014 to 2024 - GOV.UK. Homelessness statistics are published by MHCLG: Statutory homelessness in England: financial year 2024-25 - GOV.UK Ahead of Child Poverty Strategy publication, we have already taken substantive action across major drivers of child poverty. The removal of the two child limit will lift 450,000 children out of poverty, rising to around 550,000 alongside other measures announced this year, such as the expansion of free school meals. These interventions will lead to the largest expected reduction in child poverty over a Parliament since comparable records began.

We have not made a specific assessment of the potential implications for our policies of trends in the level of demand for food support services in Surrey Heath during winter 2025–26 but the Government is committed to tackling poverty and ending mass dependence on emergency food parcels. We know that good work can significantly reduce the chances of families falling into poverty. Our Get Britain Working White Paper, backed by an initial £240 million investment in 2025/26, will target and tackle economic inactivity and unemployment and join up employment, health and skills support to meet the needs of local communities. We have provided £742 million in England to extend the Household Support Fund (HSF) until 31 March 2026. This enables Local Authorities to continue to provide vulnerable households with immediate crisis support towards the cost of essentials, such as energy, water and food, and develop their schemes to help prevent poverty locally and build local resilience. The Government also recognises that greater certainty helps local authorities to design and deliver sustainable plans for local welfare. This is why from 1 April 2026, we are introducing a new £1 billion Crisis and Resilience fund package. This is the first ever multi-year settlement for locally delivered crisis support. This longer-term funding approach aims to enable local authorities to provide preventative support to communities – working with the voluntary and community sector – as well as assisting people when faced with a financial crisis. Further, ahead of Child Poverty Strategy publication in the coming weeks, we have already taken substantive action across major drivers of child poverty. The removal of the two child limit will lift 450,000 children out of poverty, rising to around 550,000 alongside other measures announced this year, such as the expansion of free school meals. These interventions will lead to the largest expected reduction in child poverty over a Parliament since comparable records began. Finally, we have committed to reviewing Universal Credit to make sure it is doing the job we want it to, to make work pay and tackle poverty. We have already introduced the Fair Repayment Rate, reducing the Universal Credit overall deductions cap from 25% to 15% of a customer’s standard allowance, giving 1.2m households an average of £420 per year. In addition, we have also uprated benefit rates for 2025/26 in line with inflation, with 5.7 million Universal Credit households forecast to gain by an average of £150 annually.

The DWP are committed to supporting disabled people and people with health conditions, including autistic people, with their employment journey and there are currently a number of initiatives to support individuals, including autistic people, to return to work. These include:- Pathways to Work Advisers are delivering support in Jobcentres for disabled people and people with health conditions to help them move towards and into work, building on and expanding existing evidenced measures like additional work coach support. On 6 March 2025 we announced the deployment of 1000 Pathway to Work Advisers to help people with health conditions and disabled people towards and into work.- Disability Employment Advisers in Jobcentres offer advice and knowledge on how to help disabled people and people with health conditions into work;- Connect to Work is DWP’s voluntary, locally led Supported Employment Programme that will help disabled people, people with health conditions and those with complex barriers to employment. For neurodivergent people, Connect to Work has a specialist pathway that is dedicated to supporting those with particularly complex barriers. It follows the Supported Employment Quality Framework, which is backed by an international evidence base and has been proven to support neurodivergent people into sustainable employment. Connect to Work will be across all of England and Wales and will support over 300,000 people over five years. For the Surrey Connect to Work delivery area, Surrey County Council are the lead authority. Their Connect to Work service is live and more information, including how to apply for support, can be found here:Connect to Work - Surrey County Council- Employment Advisors in NHS Talking Therapies, which combines psychological treatment and employment support for people with mental health conditions; and- WorkWell, a new way to deliver integrated work and health support that is designed by local partnerships. Sites went live from October 2024 in 15 areas in England including Surrey Heartlands and Frimley ICB which covers Surrey Heath. It provides a low intensity holistic support for health and disability related barriers to employment, and a single joined up gateway to existing local work and health service provision. We carry out a wide range of research and evaluations to ensure we can best support people with disabilities and health conditions, and evaluation is a key driver in delivering DWP’s priority outcomes and ensuring alignment with the Government’s Plan for Change. As set out in the DWP Evidence and Evaluation Strategy, ongoing evaluation of new and existing initiatives assesses whether they are achieving intended results and informs future policy design. However, no assessment has been made of adequacy of back-to-work programmes and Government-funded employment support schemes specifically for disabled and neurodivergent people, including autistic people, specifically in Surrey Heath.

My Department has numerous contacts with organisations in the Surrey Heath constituency on these matters. Camberley Jobcentre works with Surrey Choices, which provides specialist employment support for individuals with autism through bi-weekly sessions. The Work Well programme and a newly appointed Connect to Work Employment Specialist are also co-located at the Jobcentre, strengthening support for neurodivergent customers. Additionally, our Disability Employment Advisors provide outreach via GP surgeries and partner with local charities such as Safe New Futures, Voluntary Support North Surrey, and Sight for Surrey to offer tailored support for residents with health conditions and disabilities. Frimley Park Hospital delivers supported internships for healthcare roles, successfully helping individuals into work. At national level, the DWP Strategic Relationship Team work in partnership with two national charitable organisations, Ambitious about Autism, and the National Autistic Society. We have utilised their expertise to deliver upskilling session to build awareness, capability, and confidence in DWP Work Coaches and Disability Employment Advisers. We have also developed an Autism Toolkit with support from these organisations, bringing together various resources utilised by colleagues to coach and guide our customers. Ambitious about Autism support a quarterly session to employers and partners, raising awareness of autism in the workplace, myth busting and providing some tips on how to create inclusive recruitment and retention of autistic talent. These sessions offer an opportunity for DWP colleagues to arrange follow up conversations with attendees, to influence inclusive recruitment, discuss the DWPs Disability Scheme and any offer general support to meet employer needs.
