Media and Sport, if she will make an assessment of the potential impact of the participation of transgender athletes in women's sport on women; and if she will meet with women impacted by transgender participation in sport.

Reply

Sporting bodies have a responsibility to protect the integrity and fairness of women's sport and the safety of all participants, particularly when it is not possible to balance those factors with inclusion.National Governing Bodies set their own policies for who can participate in their sports in domestic competitions. Our UK sports councils have produced guidance to help domestic sports bodies determine the right position for their sport.

Asked

If he will issue an official apology to social care workers that were dismissed during the pandemic for not being vaccinated.

Reply

Social care workers are employed by individual employers, and it is down to these employers to decide whether to hire or dismiss staff, not the Government. Making vaccination a condition of deployment (VCOD) was supported by the best available clinical evidence at the time. VCOD was kept under review, and the decision to revoke it was made after considering the latest public health evidence, which had changed significantly since VCOD was introduced.

If she will make an assessment of the reasons for which GDP per capita has fallen since 2022.

Reply

The UK economy has flatlined in recent years and GDP per capita remains lower than pre-pandemic levels. Consistently low productivity (GDP per hour) growth since 2010 has been the key driver behind the UK’s weaker economic performance over that period. This has undermined living standards and contributed to the challenging fiscal position. At the recent Budget, the Chancellor set out plans to address this challenge, and deliver on the mission to grow the economy, by restoring economic stability and increasing investment. This is part of the government’s commitment to deliver a decade of national renewal by fixing the foundations of the economy and rebuilding Britain, making every part of the country better off.

Pursuant to the Answer of 11 November 2024 to Question 12200 on Reoffenders: Foreign Nationals, if she will break down that data by crime category.

Reply

Data on the reoffending rate of foreign national offenders, broken down by the crime category of the index offence, can be found in the attached table. We refer all foreign national offenders in receipt of custodial sentences to the Home Office. Those sentenced to 12 months, or more are automatically considered for deportation.Foreign national offenders who commit crime should be in no doubt that the law will be enforced and, where appropriate, we will work with the Home Office to pursue their deportation. This will help to manage prison pressures, keep the public safe and reduce crime. We are currently on track to remove more foreign national offenders this year than at any time in recent years and we are working across government to explore the ways we accelerate this work further.

If she will make an assessment of the potential merits of collecting data on the nationality at birth of people on the sex offenders register.

Reply

Qualifying offenders (i.e.those convicted for an offence in Schedule 3 to the Sexual Offences Act 2003) are required to notify personal details to the police. This system is often referred to as the ‘sex offenders’ register’ and requires offenders to provide specified details, including their passport (or passports, if they are dual nationals) details annually and whenever those details change. In addition, the data provided to the police, and other relevant information, is on stored on the ViSOR database which allows for the recording and sharing of biographical information and information relevant to their risk between the police and other relevant agencies. MAPPS is a Home Office-led project to replace the ViSOR database to improve multi-agency information sharing.

Which wildlife protection projects relate to HS2 works; and what the cost is of each.

Reply

HS2 must meet regulatory and legal requirements to protect existing wildlife and is also committed to a target of ‘No Net Loss’ in biodiversity. HS2 Ltd therefore deploys an adaptive approach to wildlife protection and environmental mitigation. The design and construction of HS2 is required to meet legislative and regulatory requirements, and HS2 Ltd’s proposals for mitigation are subject to review, inspection and guidance from the regulators to ensure mitigations are in place to protect wildlife. HS2 is an integrated scheme where routine wildlife protection costs are accounted for within the overall costs, except for a number of specific structures. It is therefore not feasible to immediately isolate a proportion of the costs for the mitigation required for wildlife protection, which is an ongoing responsibility as construction continues and circumstances on the ground continue to develop. Once constructed, the new HS2 railway will result in over 33 km2 of habitats being in place for species to use, a significant amount of which is directly provided as part of HS2’s commitment to wildlife protection.

What hardware was lost by each Department in each of the last ten years; and what the value was of that hardware.

Reply

The Cabinet Office does not hold data on losses of hardware by other government departments. The Cabinet Office only holds data on the loss of laptops, mobile phones and MiFi/tablets by Cabinet Office staff, including staff working for the Crown Commercial Service, the Government Property Agency, and the Office for the Secretary of State for Scotland (to whom the Cabinet Office supplies the IT platform and IT equipment only)since 2018. This data is provided below. The data does not include Number 10, which has separate supply arrangements in place. Information on the value of the hardware lost could only be obtained at disproportionate cost. Cabinet Office staff are responsible for keeping all portable devices assigned to them safe and secure and must immediately report any loss or damage of their IT equipment. When losses are reported, devices are disabled to ensure they are unable to access any Cabinet Office data.YearLaptopMobile PhoneMiFi/Tablet20185480820198617627202057114112021491187202263147720235415712202466154109

Whether she has made an assessment of the potential merits of using (a) AI and (b) automation for rail reforms; and if she will have discussions with (i) Network Rail and (ii) train operators on the potential impact of those bodies using (A) AI on (B) automation on costs (1) for rail passengers and (2) to the public purse.

Reply

The Department recognises the potentially transformative role that technologies such as Artificial Intelligence can play across all transport modes, including rail. Within rail, these technologies have the potential to deliver step-change improvements in several areas, including to the passenger experience, train positioning and control, infrastructure and asset management, safety management, energy management and emissions control. My officials continue to work closely with Shadow Great British Railways and other rail industry bodies including Network Rail and the Rail Safety and Standards Board to ensure that the benefits of these technologies are fully recognised and realised.
