The Home Office publishes data on irregular arrivals in the ‘Irregular migration to the UK release’. Data on irregular arrivals broken down by age group are published in table Irr_D01 of the 'Irregular migration detailed datasets'. The Home Office does not publish data on individual ages of irregular arrivals to the UK, or a breakdown of irregular migrants by local authority, or whether they attend a school. Data on asylum seekers in receipt of support by local authority is published in table Asy_D11 of the 'Asylum seekers in receipt of support by local authority detailed datasets' as part of the 'Immigration system statistics quarterly release'. Please note that not all asylum seekers arrived via irregular means and that not all irregular migrants are asylum seekers in receipt of support. Information on how to use the dataset can be found in the ‘Notes’ page of the workbooks. The latest data refers to arrivals up to and people supported as on 30 June 2024.

If she will make an assessment of the potential merits of reviewing the Crown Prosecution Guidance on the definition of online hate speech in the context of protecting freedom of speech.

The Government is committed to tackling all forms of hate crime, and ensuring that police and prosecutors can spend their time dealing with the issues that matter most to our communities.The Crown Prosecution Service (CPS) has existing guidance on communications offences. As with all guidance, they keep that guidance under regular review. This guidance explains the relevant law and how the CPS applies that law, including to offences committed online which constitute hate crime. It includes clear protections and provisions for the fundamental right of freedom of speech.

Pursuant to the Answer of 13 November to Question 12585 on Undocumented Migrants, if she will make an estimate of the number of asylum seekers for which her Department doesn't have an address listed.

Reply

There is no data published regarding asylum claimants without an address. The Home Office publishes statistics on the number of people in asylum accommodation in table Asy_D09 of the quarterly Immigration System Statistics: https://www.gov.uk/government/statistical-data-sets/immigration-system-statistics-data-tables. Not all asylum seekers will be housed in Home Office accommodation as some will be supported by friends and family, for example. The Home Office maintains records of addresses of asylum claimants and updates these records in the event the Department is informed an asylum claimant moves address. Asylum claimants must maintain contact with the Home Office and report changes of their circumstances, such as change in address, as soon as reasonably possible, as referenced in paragraph 358B of Immigration rules: https://www.gov.uk/guidance/immigration-rules.If an asylum claimant fails to update the Home Office with change of circumstances, such as an address, as soon as reasonably possible their asylum claim may be withdrawn, as referenced in Paragraph 333C of the Immigration Rules. Safeguards for freedom of expression have already been built in throughout the framework of the Online Safety Act. All services in scope must have ‘particular regard’ to the impact on users’ rights to freedom of expression and privacy when implementing safety measures and policies. The regulator Ofcom must act in a way that is compatible with the European Convention of Human Rights, including in relation to freedom of expression. This will be particularly important as Ofcom develops codes of practice and makes enforcement decisions

Money laundering through cash-based high street businesses is a known issue that government continues to focus on. While businesses such as barber shops are not regulated by the Financial Conduct Authority (FCA), they interact with regulated businesses, such as banks, who under the Money Laundering Regulations (MLRs) are required to undertake customer due diligence and to submit reports to the National Crime Agency if they suspect money laundering.The government works closely with law enforcement and the FCA to monitor trends in criminal behaviour – and how these may relate to changes in the make-up of our high streets – to ensure resources are deployed towards the most significant threats.

How many NHS patients have been sent abroad for treatment in each year for the previous ten years; if he will provide a breakdown of (a) what treatments those patients were sent abroad for and (b) where to; and what the total cost to the public purse was of those treatments.

Reply

The Department does not have a policy about sending National Health Service patients abroad for treatment, although local commissioning groups have in the past commissioned overseas capacity when needed.However, NHS patients can decide to seek treatment abroad through the Planned Treatment Scheme (S2). This is a long-standing funding route, available pursuant to the reciprocal healthcare agreements that the United Kingdom has with the European Union (EU), Norway, Iceland, Liechtenstein, and Switzerland. NHS patients can access pre-approved, planned, and state funded healthcare in one of the partner countries, at the expense of the UK, subject to eligibility criteria. The S2 is within the scope of devolved competency and is administered by the relevant healthcare authority in the resident country of the UK.NHS patients with the intent to give birth abroad can also apply through the Maternity S2 Scheme, which covers maternity and delivery only. This scheme is administered centrally for the UK by the NHS Business Services Authority. Food and Rural Affairs, if he will make an assessment of the potential merits of removing the protected status of seagulls.

Reply

The Government has no plans to change the legal protections for gull species. The Joint Nature Conservation Committee Seabird Census (2015-2021) and the 2024 Birds of Conservation Concern report indicate substantial population declines due to, for example, avian influenza and prey availability. This includes gull species such as herring and lesser black-backed gulls. All wild birds in England, including gulls, are protected under the Wildlife and Countryside Act 1981. In exceptional cases Natural England can issue licences for the management of protected species, including gulls, for certain purposes such as protecting public health and safety or for conservation.
