If he will publish the Cabinet Office Board Operating Framework.

Reply

There is no requirement for departments to publish Board Operating Frameworks, however the governance system it describes is included as part of the Department’s Annual Report and Accounts (published yearly) and in the Accounting Officer System Statement (which is due to be updated in the near future). These documents are available on Gov.uk.

Whether guidance on Ministerial involvement in the Honours System has been updated since July 2024.

Reply

Guidance on ministerial involvement in the Honours System was last updated in June 2022. In July 2025, the Prime Minister's Office issued an updated set of Prime Ministerial Priorities to departments which included a summary of the existing roles and responsibilities of both Secretaries of State and Permanent Secretaries. These priorities were published on gov.uk.

Details of Ministers and Senior Officials' meetings, including those held using video or audio-conferencing technology, and including phone calls where these replace or take the format of an official meeting, are published by departments on GOV.UK every quarter.

The Staff Board serves in an advisory capacity to the Executive Committee and is not a mandatory component of the Corporate Governance Code. Its Terms of Reference are not subject to external publication.

Reply

The Freedom of Information Code of Practice, issued in 2018 under the previous administration, states that information which is only held by a public authority in electronic backup files should generally be regarded as ‘not held’ for the purposes of the Freedom of Information Act 2000.

With reference to his Department's press release entitled Ministers rip up consultation culture, published on 26 March 2026, what plans he has to consult (a) permanent secretaries and (b) the First Division Association on proposed changes to Permanent Secretary terms of employment.

Reply

The Cabinet Secretary is introducing a new accountability and performance framework for Permanent Secretaries, designed to focus on delivering the Prime Minister's priorities and holding people to account for doing so. As part of this, objectives for Permanent Secretaries, underpinned by clear KPIs and expectations, will be agreed with Secretaries of State and reviewed regularly throughout the year. All SCS performance outcomes will be subject to Cabinet Office consistency checking. There are no proposed changes to the Permanent Secretary terms of employment. The Permanent Secretary model contract sets out that performance is subject to regular appraisal and review, and that assessment includes how policy of Ministers and the objectives of departments have been executed.

Ministerial travel is undertaken using efficient and cost-effective travel arrangements. Security considerations are also taken into account.
