Communities and Local Government, whether she plans to recruit additional planning inspectors to support the Nationally Significant Infrastructure Project process.

The Government is committed to ensuring that the Nationally Significant Infrastructure Projects regime is capable of delivering the UK’s infrastructure needs, including sufficient resourcing in the Planning Inspectorate and government expert bodies to support infrastructure consenting.

Communities and Local Government, whether (a) councils will be required to review their Local Plans in order to undertake Green Belt reviews and (b) Local Plans will be required to be updated after the Green Belt review through a public examination led by the Planning Inspectorate under proposed planning reforms.

The Government is committed to delivering the biggest increase in social and affordable housebuilding in a generation and ensuring that every part of the country benefits from it. We will set out further details in due course.

Communities and Local Government, if she will make it her policy to introduce secondary legislation to recognise the Veterans Card as a form of identification in polling stations across (a) Great Britain and (b) Northern Ireland.

Reply

As our manifesto made clear, the Government will address the inconsistencies in voter identification that prevent legitimate electors from voting, specifically including veterans of HM Armed Forces. We are considering what changes we wish to make in order to achieve this and will bring forward proposals in due course.Electoral policy for Northern Ireland is a matter for the Secretary of State for Northern Ireland and a separate regime for voter identification exists there. Any legislation to allow the Veteran’s Card use in Northern Ireland would be provided for in separate legislation.

Reply

The Government does not support the introduction of rent controls. We have made clear that we intend to use the Renters’ Rights Bill to provide tenants with greater protections against unreasonable within-tenancy rent increases.

Communities and Local Government, what her policy is on the building of solar farms on land categorised as best and most versatile agricultural land.

Reply

We place great importance upon our agriculture and food production, and this is reflected in the National Planning Policy Framework. The Framework is clear that local planning authorities should recognise the economic and other benefits of the best and most versatile agricultural land. Where significant development of agricultural land is shown to be necessary, including ground mounted solar, the planning authority should seek to use poorer quality land in preference to that of a higher quality.

Communities and Local Government, whether residential gardens within the curtilage of a domestic property will continue to be classified as brownfield land under proposed planning reforms.

Reply

The definition of previously developed land is set out in the National Planning Policy Framework. The definition excludes residential gardens in built up areas and we are not proposing to change this.

The Government has identified a large number of housing schemes where progress is behind plan.There are a wide variety of site-specific reasons as to why the schemes in question are either not progressing at the pace required or have stalled entirely.Through the accelerator taskforce, barriers to development on such schemes will be identified and where appropriate the necessary support will then be provided to accelerate delivery, including funding in some instances.

In our manifesto, we committed to hiring 300 planners over the next five years. We are looking at a variety of options to ensure that these are recruited in a way that best supports housing delivery. We will update Parliament on our progress in the usual manner, including on funding.The department’s wider Planning Capability and Capacity programme continues to provide the direct support to Local Planning Authorities that is needed now and to develop the recruitment pipeline into the planning profession.

Reply

The Government does not intend to require local planning authorities to amend neighbourhood plans in the future. Communities will continue to be able to choose whether they review or update their neighbourhood plan.
