In the Budget on 30 October, the government confirmed it will invest over £150 million to introduce a new £3 cap on single bus fares in England outside London from 1 January until 31 December 2025. Under the plans of the previous administration, the current £2 cap on bus fares had been due to expire on 31 December 2024, and prior to the Budget, there was no further funding available to maintain the cap beyond this point.The published interim evaluation of the £2 fare cap showed that patronage continued to recover following the COVID 19 pandemic and early evidence from the first two months of the scheme suggested the £2 fare cap may be playing a role in this recovery. The final evaluation of the £2 fare cap, including a further assessment of its impact on patronage will be published in due course.

The Budget and first phase of the Spending Review reaffirmed our commitment to funding for rail and confirmed our commitments to transformative major projects. This builds on the regulatory settlement for the current 5-year period, which ensures continued funding for the railway. We will be looking in detail at how we can improve the railway further as part of the second phase of the Spending Review, and through the DfT Capital Review which ensures continued funding for the operations, maintenance and renewal of the railway infrastructure.

The government knows that Britain needs a modern transport network to help kickstart economic growth. Good local bus services are an essential part of prosperous and sustainable communities. As announced in the King’s Speech, the Government will pass the Better Buses Bill to put the power over local bus services back in the hands of local leaders right across England, to ensure networks can meet the needs to the communities who rely on them, including in South Holland and Deepings, Lincolnshire and rural areas right across England. In addition, the government has confirmed £955 million for the 2025 to 2026 financial year to support and improve bus services in England outside London. This includes £243 million for bus operators and £712 million allocated to local authorities. Local authorities can use this funding to introduce new bus routes, make services more frequent and protect crucial bus routes for local communities. Lincolnshire County Council has been allocated £11.8 million.

To repair the public finances and help raise the revenue required to increase funding for public services, the Government has taken the difficult decision to increase employer National Insurance. The Government recognises the need to support the smallest employers which is why we have more than doubled the Employment Allowance to £10,500, meaning more than half of businesses with NICs liabilities either gain or see no change next year.

The Government takes the condition of local roads very seriously and is committed to maintaining and renewing the local highway network.At Budget 2024, the Chancellor announced an extra £500 million for local highway maintenance for the 2025/26 financial year, an increase of nearly 50% compared to the current financial year - exceeding this Government’s manifesto commitment on repairing local roads. The Government will confirm 2025/26 funding allocations to English local highway authorities, including Lincolnshire County Council, in due course.

This Government is committed to maintaining and renewing our road network so it can serve all road users and is safe. Traffic management of local roads is the responsibility of local traffic authorities who are best placed to understand local circumstances and needs. Traffic authorities are subject to the statutory network management duty which requires them to manage their roads to secure the ‘expeditious movement’ of all traffic including pedestrians, with a view to reducing congestion, and they have a wide range of tools already available to them to enable this.

More charging infrastructure is needed across the country to support the transition to electric vehicles, and this Government has committed to accelerate the rollout. The number of public charging devices required depends on a variety of factors such as the availability of off-street parking, future charging behaviour and local driving patterns. To accelerate the rollout of local charging infrastructure, Lincolnshire County Council, in which South Holland and the Deepings sits, has been allocated £6,380,592 capital and resource funding under the Government’s Local Electric Vehicle Infrastructure Fund. This will help Lincolnshire work with industry to rollout additional public chargepoints to support demand.
