Commonwealth and Development Affairs, what diplomatic steps she is taking to hold Iran to account for the repression of protesters.

The killing and brutal repression of peaceful protesters in Iran is horrific. Iranians must be able to exercise their right to peaceful protest without fear of reprisal.The Iranian government must immediately end the violence, uphold fundamental rights and freedoms, and ensure British nationals are safe. The Foreign Secretary made this very clear when she spoke with the Iranian Foreign Minister on 12 January, and I did likewise when we summoned the Iranian Ambassador the following day.We are working closely with our partners to ensure the Iranian regime is held accountable for its violent repression and systematic human rights abuses against its own people.

Commonwealth and Development Affairs, with reference to the oral answer of 20 November 2025, Official Report, column 851, whether she will make it her policy to summon the Russian Ambassador if lasers are directed at RAF pilots by Russian vessels.

It is the long-standing policy of the UK Government not to set out the circumstances in which we would or would not summon the Russian Ambassador, but we maintain a number of channels for communicating with the Russian Government and holding them accountable for their actions. On the wider issues raised, I refer the Hon Member to the responses provided by the Minister for the Armed Forces in the urgent question debate on Thursday 20 November.

Commonwealth and Development Affairs, pursuant to the Answer of 29 October 2025 to Question 82390 on Iraq and Syria: Islamic State, what work her Department is undertaking with partners through the ISIS-Khorasan Province Diplomatic Grouping; and what recent assessment she has made of the potential impact of that work on countering ISIS-K activity.

Commonwealth and Development Affairs, pursuant to the Answer of 2 July 2025 to Question 61221 on Government Departments: Reviews, how many lines of activity in her Department were considered as part of the zero based review.

To ensure consistency in approach, cross-government guidance set expectations for the level of granularity each zero based review should consider, recommending that departments review all spending within individual programme expenditure - at a minimum reflecting any lines of spending in excess of £1 million per annum.

Commonwealth and Development Affairs, pursuant to the Answer of 17 June 2025 to Question 59412 on Government Departments: Reviews, if his Department will publish the line by line review of its spending conducted for the Spending Review 2025.

The Foreign, Commonwealth and Development Office (FCDO) is committed to meeting the 5 per cent savings and efficiency target with Spending Review funding allocations agreed on this basis, including through the FCDO2030 strategic change programme.These funding allocations - informed by the findings of the zero-based review - are the first step in a wider plan to finalise budgets for different projects and programmes, with any necessary savings decided through that process. The savings taken forward will be subject to the normal rigorous business planning processes, and in-year financial management.
