18 Jun 2025Environmental Audit Committee — Oral Evidence (HC 831)

I want to continue the theme of carbon pricing. Before we do, could I clarify, Dr Chapman, this business of more passengers traveling overseas than coming in? The Committee has received evidence from Dr David Metz, who used to be the chief scientist at the Department for Transport. That said that UK visitors going abro

Why do you think it is that the Sustainable Aviation road map for net zero does not include demand management as one of the factors?

18 Jun 2025Environmental Audit Committee — Oral Evidence (HC 831)

If we look at the Climate Change Committee’s graphics on this, it is very clear that the largest element—it is half and half, actually—of the reduction in carbon emissions has to come from demand management, and yet it does not appear in the Sustainable Aviation strategy whatsoever.

At this rate, they will be able to stay here and enjoy them. That is what we are worried about.

16 Jun 2025Draft Proceeds of Crime (Money Laundering) (Threshold Amount) (Amendment) Order 2025

It is a great pleasure to serve with you in the Chair, Mr Twigg. May I just ask the Minister whether the Government intend to bring in similar thresholds for such things as benefit overpayments?

16 Jun 2025Draft Proceeds of Crime (Money Laundering) (Threshold Amount) (Amendment) Order 2025

Of course. I think we all agree that we should have thresholds that are proportionate and do not involve undue bureaucracy while ensuring that money is not badly spent or, indeed, that money that is spent is recovered where it should not have been spent in the first place. Given that we have proportionality in this are

15 Jun 2025 Iran-Israel Conflict

The failure to get transparent information from the United Nations Special Commission and the United Nations Monitoring, Verification and Inspection Commission caused untold damage 22 years ago. The Minister will be aware that as we speak, the Indian High Commission in London is holding a commemoration service for those who have been lost. He also knows that my constituency of Brent West, which includes Wembley, is the epicentre for the Gujarati community—more than 30% of my constituents are originally from Gu

4 Jun 2025 Business of the House

Paragraph 7.36 of “Erskine May” states the process for setting out the ratification of international treaties. The Government’s treaty tracker says the global oceans treaty that the Leader of the House referred to earlier has not been ratified, and yet the BBNJ treaty—the global oceans treaty—was laid before this House

4 Jun 2025 Criminal Cases Review Commission: Leadership

I welcome the statement from the Chair of the Select Committee and the appointment of Dame Vera Baird as the interim chair. Does my hon. I thank the Chair of the Select Committee for how he has conducted this inquiry and presented the report to the House. I also thank the Clerks and officials who prepared the report under considerable stress—we are very grateful for their work. I ask my hon. Mr King, I think many residents would say that they would love to be managed by your company if that is the way in which you do business. However, many of us around this table have the experience of constituents where the estate managers see service charges as a way of racking up their profits. We can name them—FirstPo

Ms Toovey, what incentive does my local authority in Brent have to enforce its contract for an offsite biodiversity net gain project in Yorkshire? It is not going to affect my constituents, except those who go to visit Yorkshire and on holidays or something. The costs of doing it for local authorities will be quite sub

That is why local authorities used to have the estate management responsibility. It was not privatised so that it could then be a means of rent extraction on the householders.

4 Jun 2025Environmental Audit Committee — Oral Evidence (HC 439)

It is no skin off my local authority’s nose, is it? Are they going to get any kudos in from the voters in Brent for enforcing something that may be very nice for the voters in Yorkshire?

Who actually has the contract? I thought that my local authority had the contract with the provider of the BNG. If that is remote from my local authority, what is the incentive to then enforce?

4 Jun 2025Environmental Audit Committee — Oral Evidence (HC 439)

To ensure that there is consistency and quality in the BNG market should there be some minimum qualification or standard? This is now dependent on the developer saying, “Here is the ecological assessment that we have commissioned.” They are marking their own homework.

4 Jun 2025Environmental Audit Committee — Oral Evidence (HC 439)

At the least would you like to see this Committee highlight in its report that at best the quality of BNG programmes will be variable unless some standardisation of the ecological qualifications is introduced?

Thank you. How will the Government’s planning reforms change how your organisation operates and delivers its services?
