Luton North

Apr 2026

Represented by Lab since 2024. Centred on Luton. Population 116,275, notably young (median age 36 vs 41 nationally), a majority-minority constituency.

Luton North's MP has been making national headlines for her private member's bill on fireworks regulation, with the government now actively considering tougher restrictions on public sales -- a campaign Owen has built through cross-party support and direct lobbying. She has also been personally visible on miscarriage leave policy, using her own experience to push a parliamentary amendment extending employment protections for women. In recent votes, she backed the government's position on the Victims and Courts Bill, supporting six Commons overrides of Lords amendments, while also voting down opposition motions on defence spending and oil and gas policy.

Owen is a 100% party-line voter with no rebel votes on record, making her one of Labour's most loyal MPs in the current parliament. Her 70% voting participation rate is somewhat below the Commons average, though it is worth noting that illness or ministerial travel do not always account for absences. Her speeches concentrate heavily on health, social care, and economy and jobs -- consistent with her chairing of the Women and Equalities Committee and her broader advocacy on gender and racial equality. She deviates from her Labour colleagues most notably on welfare reform (voting more favourably by 32 percentage points) and assisted dying access (30 percentage points above the party average).
