Department for Culture, Media and Sport Main Estimate 2024-25 Memorandum

From: Culture, Media and Sport Committee

Inquiry: The work of the Department for Culture, Media and Sport

Summary

DCMS's 2024-25 Main Estimate requests £3.87 billion in total spending (Resource DEL £1.61bn, Capital DEL £631m, plus AME allocations). Resource DEL falls 9.3% year-on-year, mainly due to one-off 2023-24 funding for the King's Coronation and Covid recovery programmes. Capital DEL rises 4.5%, driven by Youth Investment Fund and VCSE support increases. BBC Resource AME rises 7.1% due to 2024 major sports events (Paris Olympics, Euro 2024).

Key findings

  • Resource DEL decreases £165m (-9.3%) largely because 2023-24 included one-off funding for HM The King's Coronation (£53m), VCSE Support Package (£68.5m), and Covid-related schemes now completed.
  • Capital DEL increases £26.9m (4.5%), with Civil Society capital up 143.4% (£83.8m increase) driven by Youth Investment Fund (£73m) and VCSE organisations support (£10m).
  • BBC Resource AME requirement rises £300.1m (7.1%) to cover increased sports broadcast expenditure for Paris Olympic Games and UEFA Euros 2024.
  • Administration costs decrease £9.7m (-4.6%) to £202.6m, though additional funding for GPA Estates, Creative Industries, and Swimming Pool Support Fund administration expected via 2024-25 Supplementary Estimate.
  • Machinery of Government changes in February 2023 transferred digital portfolio (BDUK, Ofcom, ICO) to DSIT, removing £153.2m Resource DEL and £644.2m Capital DEL from DCMS baseline.
