From: Business and Trade Committee
Inquiry: Post Office Horizon scandal: Justice for sub-postmasters
Summary
The Minister for Victims writes to the Business and Trade Committee ahead of a 6 January 2026 evidence session, providing detailed figures on Post Office Horizon convictions quashed under the 2024 Act. Of 1,002 individuals assessed (99.9% completion), 611 have had at least one conviction quashed; 574 have been notified and are eligible for the Redress Scheme. A further 390 individuals were assessed ineligible, and 29 were later identified as qualifying after initial assessment.
Key findings
- 611 individuals identified as having at least one conviction quashed by the Post Office (Horizon System) Offences Act 2024, with 574 notified as of 24 October 2025.
- Of 1,002 individuals referred, 1,001 (99.9%) have had convictions assessed against the Act's criteria; no time limit exists, so numbers subject to increase as individuals self-identify.
- 390 individuals assessed but found ineligible for quashing: 205 do not meet Conditions C/D/E (post office employment or connection); 101 already quashed by courts; 28 prosecuted by entities outside scope; 25 convicted outside specified timeframe or for non-listed offences.
- 29 individuals later identified as qualifying after initial MoJ assessment, following receipt of further evidence demonstrating conditions met.
- Extensive address tracing conducted, including checks with General Record Office to locate deceased individuals' representatives; those without verifiable addresses not notified to avoid insensitivity where convictions clearly out of scope.
