9 Jul 2025Transport Committee — Oral Evidence (2025-07-09)

Just for my clarity, with a cost-plus model it is not that many contractors are gobbling up profits from across the supply chain; it is just that they are not incentivised and, by the sound of it, nobody is incentivised to improve competitiveness and reduce price in the supply chain.

It was almost a blank cheque.

Thank you. Does anyone else have anything to add to those comments?

9 Jul 2025Transport Committee — Oral Evidence (2025-07-09)

I have one more follow-up. Thinking about the role of the delivery organisation, the client, which is the public and the Department, and the extent to which you have to be a very informed expert client to make these relationships work, Alan, is there enough commercial engineering experience in the Department to make it

9 Jul 2025Transport Committee — Oral Evidence (2025-07-09)

I appreciate what you have already said about the lessons learnt and oversight, Alan. I accept that you cannot proceduralise your way out of having problems. That is a very fair statement. I am interested in the relationship, though. Trust came up in the Stewart review. Do you have any reflections on what was stated in

8 Jul 2025 Universal Credit and Personal Independence Payment Bill

It is an honour to follow the hon. Member for South West Norfolk (Terry Jermy), who is my constituency neighbour. I welcome and value his testimony and his authenticity of purpose in what he said. I wish to speak in favour of my new clause 5, which I am pleased to say has been supported by many of my colleagues represe

I completely agree that that barrier must be addressed, and the business case is so clear and easy to see. The Government should focus on supporting employment opportunities in our coastal communities by investing in our tourism and hospitality sectors, supporting training and development opportunities, and fixing our

8 Jul 2025 Universal Credit and Personal Independence Payment Bill

I look forward to the shareable case study from Clywd North when it is available, because things can be done, and doubtless they are being done, but we need to be doing them in every corner of the country and every coastal community around our country. I hope the Government accept my new clause 5 to force them to make

2 Jul 2025Bus Services (No. 2) Bill [ Lords ] (Sixth sitting)

I appreciate the further information that the Minister has provided. I do not want to repeat my previous question, but does he believe, although he may not want to have to specify it to the Committee, that a safe and viable solution exists—I certainly do—and does he believe that these measures will bring about the impr

2 Jul 2025Bus Services (No. 2) Bill [ Lords ] (Sixth sitting)

The Liberal Democrats welcome clause 34 and the introduction of specific training for bus drivers to help them to identify and respond to criminal offences and antisocial behaviour. Everyone should feel safe when travelling by bus. Ensuring that drivers have the confidence and skills to recognise criminal and antisocia

I thank the shadow Minister for his comments on our proposed amendment. Perhaps I can give him some reassurance about my interpretation of the driver’s mandate to intervene in all those situations. Having been on training that sought to raise awareness of a range of issues, including domestic abuse, I know that trainer

2 Jul 2025Bus Services (No. 2) Bill [ Lords ] (Sixth sitting)

I am grateful to the Minister. If he needs to intervene on me, he may, but can he confirm whether the guidance to be issued on training will specifically mention issues around domestic abuse or whether that will be lumped in with general crimes? I know he mentioned that a number of things to do with violence against wo

Can I just give the Minister the opportunity to provide that clarification? I intended to intervene on him, but he finished speaking sooner than I thought he would, and it would be pertinent to the question you asked, Dame Siobhain.

I beg to move amendment 61, in clause 34, page 36, line 35, after “2003” insert— “(c) any form of domestic abuse, as defined in the Domestic Abuse Act 2021, beyond offences or behaviour covered by (a) or (b).” This amendment would ensure that training for bus drivers on identifying crime includes all forms of domestic

2 Jul 2025Bus Services (No. 2) Bill [ Lords ] (Sixth sitting)

I will speak briefly in support of our amendments 75 and 69, which would require relevant senior managers in our bus networks regularly to undertake training on disability awareness and accessibility. Accessibility must be embedded at every level of our public transport system. It should be an intuitive consideration f
