I endorse the amendment. It is extremely sensible to have this kind of priority in place. It is extremely reminiscent of planning policy guidance note 13, which was abolished by the coalition Government in 2011 and was originally put in place under the Office of the Deputy Prime Minister in 2001, if I recall correctly.
