Commonwealth and Development Affairs, pursuant to the Answer of 10 June 2025 to Question 56762 on Chagos Islands: Sovereignty, for what reason the Chagos Islands deal will not be funded from the Official Development Assistance budget.

Reply

The treaty is an investment in UK national security, protecting the long-term security of the vital US-UK base. Payments for military bases do not qualify under UK's Official Development Assistance eligibility framework.

Commonwealth and Development Affairs, pursuant to the Answer of 9 June 2025 to Question 54794 on British Indian Ocean Territory: Sovereignty, what the value of each annual payment is in cash terms.

We have published the full costs alongside the Treaty and provided further detail in the accompanying explanatory memorandum. These were laid in the House on the day of signature. The average cost per year in today's money is £101 million and the net present value of payments under the treaty is £3.4 billion.

Commonwealth and Development Affairs, whether he has issued guidance to civil servants on resigning if they disagree with government policy.

Reply

The Foreign Secretary has not issued guidance to staff on this matter. The Permanent Under-Secretaries did respond to a series of letters from a group of staff to the Foreign Secretary raising concerns about the UK's Middle East policy, however, setting out the many avenues and options available to staff who have concerns about the UK Government's policy, particularly in relation to the Civil Service Code.

We have provided funding to the Global Alliance for Green and Gender Action and to the Equality Fund - both expanding support to grassroots women's rights organisations with Equality Fund grants focussed on the Middle East and North Africa (MENA).

The UK Government has not held recent discussions with the Government of Pakistan on first cousin marriage involving UK and Pakistani nationals. The Marriage (Prohibited Degrees of Relationship) Bill, currently under consideration in the UK Parliament, is a domestic legislative matter.

To unlock the benefits of a fluid border, everyone arriving at Gibraltar's airport will undergo dual immigration controls, allowing them to move freely into the EU if they wish to. As visitors will be free to cross into Spain without checks, time spent in Gibraltar will count towards the EU's 90 in 180 requirement. This approach reflects the unique situation in Gibraltar, ensuring a fluid border and delivering certainty for Gibraltar's people and businesses.

The agreement will be supported by an enhanced partnership between the UK and Mauritius on conservation. This partnership will prioritise high conservation standards, with the UK supporting Mauritius' ambitions to establish a Marine Protected Area (MPA) that protects the globally significant ecosystems in the Chagos Archipelago.

The Government Art Collection is a working collection, used across government buildings in the UK and the global estate, which means that artworks may change their display location from time to time in response to new display steers and requests.

The China Audit will improve the UK's ability to understand and respond to the challenges and opportunities China poses. The widespread consultation process, within and beyond government, has already informed the government's approach to and engagement with China. The audit will set out a long-term, consistent approach to our relationship. Its findings, which will also inform other important developments such as the forthcoming National Security Strategy and Industrial Strategy, will be shared with Parliament and other stakeholders in due course.

Reply

The Foreign, Commonwealth and Development Office (FCDO) has established comprehensive policies and procedures to ensure transparency and accountability among its ambassadors. These guidelines are designed to mitigate conflicts of interest and maintain high ethical standards. Ambassadors are required to declare any personal or business interests that may influence their judgement in performing their duties. They must also report any gifts and hospitality they receive. The FCDO maintains an internal register for these declarations, which is regularly reviewed to uphold the integrity of the diplomatic service.

The UK has long been a champion of global health, and we are one of the largest donors to global health multilaterals worldwide. From our WHO partnership, helping to save over 40 million lives, to our investment in Gavi to support them to immunise 300 million children, and in the Global Fund to save over 1.2 million lives, our dedication and commitment to combating global health challenges is clear. And through the Pandemic Accord, we will help safeguard lives, livelihoods and economic stability in this country and globally from future pandemics.

The Special Representative for Climate Change submitted a Declaration of Interests Form as per the standard procedure for an appointment of this sort. Provisions in her terms of engagement on conduct in office include mechanisms to address any conflict of interest should it arise.
