With reference to the document entitled UK/Mauritius: Agreement concerning the Chagos Archipelago including Diego Garcia (CS Mauritius No.1/2025), whether there are (a) restrictions on and (b) processes to facilitate (i) planes under the control of Mauritius (A) entering Diego Garcia airspace (B) landing on Diego Garcia and (ii) vessels under the flag of Mauritius (C) entering the 12 nautical mile zone (D) entering the zone between 12 and 24 nautical miles surrounding Diego Garcia, where Diego Garcia as defined by Article 19 of the Agreement.

Under the terms of the Chagos Archipelago Treaty, the UK controls access of persons and goods to Diego Garcia, which includes the airspace and territorial sea in the 12 nautical mile surrounding zone. In accordance with this control the UK must authorise access to Diego Garcia, including for Mauritian aircraft and vessels. Additionally, the current three nautical mile territorial sea is to be extended to 12 nautical miles, with the UK controlling the twelve nautical miles surrounding Diego Garcia. Outside of the territorial sea, movements of vessels and aircraft are governed by the rights in the UN Convention on the Law of the Sea. With the extension of the territorial sea under the treaty, this means that the UK will control nine nautical miles more than is currently the case.

None of the elements of the economic partnership provided for by the UK-Mauritius Agreement on the Chagos Islands, including Diego Garcia, will be funded from Official Development Assistance budgets.

Commonwealth and Development Affairs, pursuant to the Answer of 2 June 2025 to Question 50839 on Gaza: Humanitarian Aid, how much UK-funded aid has been provided to Gaza since 5 July 2024 (a) listed by (i) aid category and (ii) volume, (b) through funding provided to third party organisations and (c) that has been made available but not yet allocated; and what the purposes were of aid provided through third party organisations.

The UK is doing all we can to alleviate suffering. All allocations of our Humanitarian Programme are available publicly on Development Tracker (https://devtracker.fcdo.gov.uk/programme/GB-GOV-1-400022/transactions) which includes funding provided to third party organisations. We have published further information on Core Relief Items through the programme's annual review (https://view.officeapps.live.com/op/view.aspx?src=https%3A%2F%2Fiati.fcdo.gov.uk%2Fiati_documents%2FD0006063.odt&wdOrigin=BROWSELINK) with the next to be published by November 2025. Finally, as mentioned in my previous response, quantifying how much aid is awaiting entry into Gaza is difficult, due to the complex operating environment and limited real-time data.

There are no provisions within the treaty for Mauritian officials to be based on Diego Garcia, however Mauritians can work on Diego Garcia, subject to appropriate security protocols.

Commonwealth and Development Affairs, with reference to paragraphs 1(b)(viii), 2 and 3(a) of Annex 1 of the document entitled UK/Mauritius: Agreement concerning the Chagos Archipelago including Diego Garcia (CS Mauritius No.1/2025), if he will set out (a) the process by which the UK will notify the Government of Mauritius, (b) the designated points of contact in the Government of Mauritius to receive such notifications and (c) whether the Agreement binds the Government of Mauritius to keep those notifications confidential.

There is no notification requirement for UK or US access, basing or over-flights around the base. Agreement to inform a host nation about military action from their territory is standard practice in basing arrangements. Any notification will take place after the event and will not require the UK to divulge sensitive information. Article 3(2) of the treaty clearly states that Mauritius cannot undermine, prejudice or otherwise interfere with the long-term, secure and effective operation of the Base on Diego Garcia, and that Mauritius shall cooperate to that end.

The UK is not a Party to the Pelindaba Treaty, although it is a Party to Protocols I and II to that Treaty. Both the UK and Mauritius have ensured that all their respective international treaty obligations are compatible with the Agreement.

The Treaty ensures that the UK can monitor and notify Mauritius of activities which risk conflict with obligations in Article 3 (2)(b). As the Treaty notes, the UK can provide written reasons as to why this activity may be against treaty obligations, and escalate this to political level for urgent consultations.

Of the £40 million ten-year commitment made by the 2016 Conservative Government, only £1.6 million was spent by the time this government came into power in July 2024. This government will take a new approach to ensure projects are fully informed by the needs of Chagossians, engaging more closely with the community when considering the design of projects.

Commonwealth and Development Affairs, with reference to the Joint Communique: UK-Mauritius Strategic Partnership Framework, published on 22 May 2025, from which budget the £12m Access to Climate Finance programme to be provided to Mauritius will come.

The UK established a Taskforce on Access to Climate Finance in 2021, and is currently working with six partner countries to mobilise finance, strengthen climate policy, drive capacity building and manage inclusive platforms to coordinate climate finance activities. Mauritius has been part of this programme since 2023. The Foreign, Commonwealth and Development Office is the funding department for the Taskforce on Access to Climate Finance.

The UK will have the right to manage the area up to 12 nautical miles around Diego Garcia for defence purposes. Between 12 and 24 nautical miles, no construction, installations, structures or sensors can be installed without the UK's agreement. Fishing and commercial shipping vessels will have the right of innocent passage within the territorial sea of the Chagos Archipelago, as described in the UN Convention on the Law of the Sea, which precludes use of force, weapons exercises, propaganda, launching of aircraft or military devices or interfering with communications systems.

UK support to Mauritius to establish and manage the Chagos Archipelago Marine Protected Area will be agreed by the Parties by a separate written instrument as part of the implementation of the Agreement. Under the agreement, the UK shall be responsible for environmental protection on Diego Garcia and the surrounding 12 nautical miles. This shall be undertaken in accordance with applicable international law, and with due regard to applicable Mauritian environmental laws, but Mauritius will not be able to place environmental restrictions on marine activities within that area. Beyond 12 nautical miles, the UK shall provide support and assistance to Mauritius in the establishment and management of a Marine Protected Area. This support shall be agreed before entry into force of the treaty. Between 12 and 24 nautical miles, no construction, installations, structures or sensors can be installed without the UK's agreement.

The UK and Pakistan share a strong mutual interest in countering terrorism. We are committed to working together to combat the terrorist threat and the extremism that sustains it. During his meeting with his Pakistani counterpart on 16 May, the Foreign Secretary emphasised that taking decisive action against terrorism and those who perpetrate it is a vital component of Pakistan's commitment to regional stability.

The Chancellor has regular discussions with cabinet colleagues on a wide range of issues. The agreement with Mauritius was led by the Foreign Secretary who engaged Cabinet colleagues in the usual way.

The UK assesses Hamas in its entirety to be concerned in terrorism and therefore as of 26 November 2021 has proscribed the organisation in full. The UK condemns Hamas' continued attacks against civilians which are unacceptable and unjustifiable. It is entirely appropriate that we take all available opportunities to strengthen the UK's response to both domestic and international threats. This includes closely monitoring groups which Hamas has close ties with. The UK has long retained a policy of no contact with Hamas and an asset freeze against the entirety of the group.

Reply

Discussions between the UK and Mauritius on securing the vital base on Diego Garcia and on the future exercise of sovereignty over the British Indian Ocean Territory remain ongoing. It is not appropriate to provide a running commentary on engagement between UK and Mauritian officials. We will continue to work closely with Mauritius to conclude a deal that is in both sides' shared interests.
