Commonwealth and Development Affairs, what discussions she has had with the Government of Rwanda on the UK-Rwanda Asylum Partnership Agreement.

None. The UK-Rwanda Asylum Partnership Agreement agreed by the Rt Hon Member in April 2022 was scrapped in July 2024, having cost the taxpayer £700 million. During the period it was in place, 84,000 people crossed the Channel in small boats, and the only individuals relocated to Kigali were four volunteers, each given five years of free housing, free food, free healthcare, and free university education, at a cost of £150,000 each.

Commonwealth and Development Affairs, if she will make an estimate of when the first payment under the UK-Mauritius Treaty will be made.

Commonwealth and Development Affairs, what information her Department holds on discussions between Lord Mandelson and (a) the US Administration and (b) the National Security Adviser on the future of the Chagos Islands during the period that Lord Mandelson was the UK Ambassador to the United States of America; how many times she has met with the National Security Adviser since her appointment; what information her Department holds on the remuneration including expenses paid to Lord Mandelson (i) during the period that Lord Mandelson was the UK Ambassador to the United States of America and (ii) following the announcement of his termination from this role; and if she will ask her officials to undertake a review of (A) communications and (B) meetings between Lord Mandelson and (1) businesses, (2) foreign governments and (3) any other organisations and people not working for the UK Government in his capacity as the UK Ambassador to the United States of America.

I refer her to the Government's response to the Urgent Question tabled on 12th February, the Written Ministerial Statement in the name of the Chief Secretary to the Prime Minister that same day, and Oral Statement on the 23 February which set out an update on the Government's process. We will set out further details in due course. The Government wishes to ensure that Parliament's instruction is met with the urgency and transparency that it deserves.

Commonwealth and Development Affairs, with reference to the speech entitled Foreign Secretary's speech to the British Chamber of Commerce, published on 20 March 2025, how many diplomats (a) have been seconded to businesses in 2025 and (b) are expected to be seconded to businesses in 2026 under the Diplomatic Placement Programme.

The Foreign, Commonwealth and Development Office (FCDO) has a critical role in delivering the Government's Growth Mission internationally. Heads of Mission in 41 markets are using Strategic Economic Growth Plans to identify opportunities for business and attract inward investment. In 2025, the FCDO hosted a UK-ASEAN Business Forum under the Lancaster House Business Engagement Series and delivered 23 Heads of Mission Roadshows across the UK, with further activity being developed for this year. We will provide further updates on the proposed Diplomatic Business Placement Programme in the normal way in due course.

Commonwealth and Development Affairs, with reference to the letter of 14 January 2025 from the Secretary of State for Foreign, Commonwealth and Development Affairs and the Secretary of State for the Home Department to the Planning Inspectorate on the Chinese Embassy planning application, whether she had seen plans for the basement before sending that letter.

An independent planning decision has been made by the Secretary of State for Housing Communities and Local Government. I can assure the Rt Hon Member that both the Home Office and the Foreign, Commonwealth and Development Office have considered the full breadth of national security issues in relation to the proposed new Embassy.

We are considering the International Relations and Defence Committee (IRDC) findings carefully and will respond in full in due course. A date for ratification will be confirmed once both Parties have finalised all domestic procedures necessary to achieve ratification.

Commonwealth and Development Affairs, what recent discussions she has had with international counterparts on the extent of the tunnel network in Gaza used by Hamas; and what support she is providing to help dismantle those tunnels.

The UK is working closely with our international partners to ensure the implementation of the 20-point plan for peace in Gaza, endorsed by the United Nations Security Council on 17 November 2025, including Points 6, 13, 14 and 17, which relate to the issues raised by the Rt Hon Member.

Commonwealth and Development Affairs, if she will respond to the results of the survey conducted by the House of Lords International Relations and Defence Committee on Chagossian views on the UK-Mauritius Treaty.

I thank the International Relations and Defence Committee (IRDC) for its swift work in producing the report. As the report acknowledges, there is a wide range of views amongst the Chagossian community. We are considering the IRDC findings carefully and will respond in the usual way in due course.

Commonwealth and Development Affairs, whether she has planned in her Department's budget resources to finance any expenditure required by the UK-Mauritius Treaty in the current financial year.

The UK is working closely with our international partners to ensure the implementation of the 20-point plan for peace in Gaza, endorsed by the United Nations Security Council on 17 November 2025, including Points 6, 13, 14 and 17, which relate to the issues raised by the Rt Hon Member.

Commonwealth and Development Affairs, what assessment she has made of the level of payments made by the Palestinian Authority under 'pay for slay' schemes.

I refer the Rt Hon Member to the answer provided in the House of Lords on 13 November 2025 in response to Question HL11575, which - for ease of reference - is reproduced below:In President Abbas' letter to President Macron, dated 9 June 2025, he set out his commitment to the principles of non-violence, the organisation of elections, the development of a school curriculum that is free from incitement, and the implementation of a new social security system, which will revoke so-called prisoner payments, and ensure that any future welfare payments are needs-based and delinked from violent actions. The Palestinian Authority must now ensure that an independent audit is conducted to verify that these reforms have been completed.
