9 Jun 2025Football Governance Bill [ Lords ] (Fifth sitting)

One of the points we were slightly unclear about when we had the discussion of provisional licences before was what would happen if a club decided it did not want to apply for a provisional licence. There are several clubs that are very publicly concerned about the regulator. What would happen if they were to form, say

I thank my hon. Friend for making that point. I must admit, as a long-term football fan, that I have never heard a player say that he kissed the crest of his club when celebrating a goal. The footballing term is as accurate as the legal one, as he highlights. This may seem a modest amendment, but it speaks to something

I beg to move amendment 112, in schedule 4, page 99, line 34, leave out “crest” and insert “badge.” My amendment raises a point that may seem technical, but I believe it is important if the Bill is to respect the history and traditions of our great national game. There is reference in the proposed legislation to the “c

I hear the argument that hon. Gentleman is making, and he will be able to vote on the amendment shortly. Again, I appreciate your time, Sir Jeremy. It is a shame that the Government would not accept our earlier amendment to ensure that fans know the true impact of the regulator on the price of their tickets. Football i

I will make some progress because I am conscious of the Chairman’s time. The new clause would ensure that where a club proposes to adopt a political stance not directly related to football or the club’s commercial interests, it must first engage with its supporters through an appropriate consultation mechanism. This is

I will try to stick to the footballing part of the question and not stray into the transfer market, which I believe opens today or tomorrow. When we have people camped outside Conservative Campaign Headquarters on deadline day, I will know that the hon. Member for Great Yarmouth has sent them there. In all seriousness,

Amendment 104 would amend schedule 4 to insert “the club’s political statements and positions”, to ensure that clubs have to engage their fans on any political statements that the club might adopt. New clause 16 introduces a duty to consult fans on political statements and is an expansion of what that means in practice

I beg to move amendment 104, in schedule 4, page 99, line 31, at end insert— “(f) the club’s political statements and positions.” This amendment ensures that clubs have to engage their fans on the political statements a club might adopt.

It is a privilege to serve under your chairmanship, Sir Jeremy, and to speak on day three—is it day three? Time flies when you’re having fun!—of this Bill Committee. The hon. Member for Sheffield South East has explained in quite lengthy detail the aims of the amendment; I will not repeat what he has said, because it i

Although I do not doubt the Minister’s sincere belief in the assurances she has given, I am afraid that unless we have evidence that gives the Opposition certainty about them, we will not withdraw our amendment. We are very concerned about the future participation of English clubs in Europe and of the national team in

I am genuinely surprised that the hon. Member did not talk about Crystal Palace’s success in the FA cup final. I am sure his point is noted by the Committee. More broadly, the football industry supports around 100,000 jobs in the United Kingdom, contributes more than £7.6 billion to GDP and delivers £3.6 billion in tax

I believe “Blue is the colour, football is the game” is the motto in the song. That is of course Chelsea. I congratulate them, as well as Spurs, on their recent victory in Europe. I probably should say that every other club that has won—

I thank my hon. Friend for that intervention. That is something that we discussed at some length during the Committee’s first sitting. It is disappointing that all members of the Committee, including my hon. Friend, do not have access to that information to help them to make informed decisions. I appreciate some of the

I would argue very strongly that when the English football team finally wins the World cup, it will get much more out of FIFA than this country would ever get out of the European Union. English football does not exist in a vacuum, but the Bill acts as if it does. The global football ecosystem is fantastically complex,

I appreciate what the Lib Dem spokesperson is trying to do, but I point out that English football has been involved directly with the rules that have been made and continue to be made.

I beg to move amendment 134, in clause 14, page 9, line 3, at end insert— “(aa) the cumulative impact of the costs imposed on clubs through compliance with the IFR’s regulatory regime, and” This amendment would require the IFR to include in the annual report an account of the financial costs imposed on clubs through it

I beg to move amendment 98, in clause 7, line 35, at end insert— “(3A) The IFR may not redistribute revenue, income or any monies from one regulated club to another regulated club.” This amendment prevents the IFR from redistributing any funds from one club to another. A point that is being slightly missed in this exchange is something that I mentioned in my speech: the impact and risk for clubs and whether the line is crossed. In particular, the qualification for the Champions League each year in the Premier League is a huge source of revenue, as I explained. Having that risk at pla

I thank the hon. Member for that intervention. As I said, it really is about transparency. We believe that we, as elected Members of this House, need to have an understanding of the impact that the regulator will have on the ultimate person, which in this case is the club’s fans. That is what the amendment seeks to do.
