We are committed to ensuring defence is an engine for growth in all regions across the UK, including West Dorset. Our new Defence Industrial Strategy will be a truly nationwide effort, ensuring that the benefits of every pound spent on defence will be felt across the UK. Recognising the potential opportunities SAFE could provide for UK industry, we have set out our ambition to explore the potential for enhanced cooperation through the proposed SAFE instrument, as soon as the EU’s necessary processes are complete.

This gives the Integrated Force agility, speed of manoeuvre, and effective targeting to outmatch adversaries. The merits of military use of AI assisted drones are widely acknowledged in several roles and environments, most notably in Ukraine. The availability of extensive suites of sensors designed to operate across the electromagnetic spectrum have removed many of the traditional barriers associated with operations at night or in restricted visibility. Furthermore, the utility for AI enabled drones to exploit these sensors, including during periods of rest for, or absence of, human surveillance teams, is a fundamental consideration for UK Defence’s capability development. Consequently, the SDR stated that uncrewed and autonomous systems will be incorporated into the Integrated Force in high numbers over the next five years. What steps his Department is taking to support the development of unmanned ground vehicles (UGVs) in collaboration with Ukraine.

Reply

The UK and partners will continue to ensure we equip Ukraine as best we can in line with their priority needs to defend its sovereign territory to ensure we put them in the strongest possible position. This includes the provision of UGVs to Ukraine. The UK and Ukraine signed a Framework Arrangement on Defence Material Cooperation, in April 2024, which will enable the UK and Ukraine to jointly develop, manufacture and upgrade battlefield winning capabilities that will sustain and enhance the defence industries of both countries. A number of these technologies will be applicable to UGVs as well as wider uncrewed systems.

One of the key mechanisms to ensure that Defence is up to date with the latest developments in drone technology and associated tactics is learning lessons from global conflicts and through our support to Ukraine, where drone capabilities are developed and exploited in cooperation with drone component suppliers. The Strategic Defence Review (SDR) recommendation to establish a Defence Uncrewed System Centre (DUSC) at Initial Operating Capability by February 2026 will be an important cohering and directing component alongside the Defence Uncrewed Systems Design Authority (DUxDA) for advancing the UK's domestic capability in drone technology production. Lessons have been learned with regard to developments in wired drone technology witnessed in the Ukraine conflict which will inform a broader understanding of where to focus Defence capability development as outlined in the SDR. Defence will continue to invest in drone technology to advance our capabilities in tandem with UK industry.

What recent assessment he has made of the potential impact of drone technology on domestic defence capabilities.

The Strategic Defence Review considered all aspects of Defence, including the capabilities required by UK Defence to meet the challenges, threats, and opportunities of the twenty-first century. Both autonomous and uncrewed technologies features in both Current and Planned Force Testing events, to ensure we capture the impact of changing technology on our force design. The mix of weapons systems required to defeat different target sets has also been the subject of Force Variation Testing. The results of these assessments are militarily sensitive, so are not releasable.The Defence Investment Plan will be published in the Autumn, to take onboard the Review's vision and recommendations and turn them into a delivery plan. We will ensure this plan considers the capabilities we need to deliver a more lethal Integrated Force, alongside infrastructure and people. The plan will ensure Defence has the flexibility to seize new technological opportunities and maximise the benefits of defence spending to grow the UK economy.

Whether he is taking steps to support (a) BAE Systems and (b) other UK defence manufacturers to restart Typhoon production at the Warton facility in Lancashire.

Reply

The Typhoon programme supports more than 20,000 jobs across all regions of the UK, with an estimated 9,000 jobs in North-West England alone. Thanks to the hard-fought industrial workshare agreement, 37% of all nations' Typhoons are made in the UK, with major unit production occurring at BAE Systems sites in Salmesbury and Warton. Consequently, due to new aircraft orders placed by other nations, and the UK's continued investment to upgrade and sustain our Typhoons, the vast majority of these jobs are already secured. Importantly, this will sustain highest skilled manufacturing jobs in the UK for at least the next 10 years irrespective of whether the UK orders more aircraft. Typhoon will remain a critical Combat Aircraft for the UK until at least 2040. UK investment to upgrade and sustain the UK's Typhoon fleet will support jobs at BAE Systems sites, particularly at Warton and strengthen the UK's prospective Typhoon export campaigns. The Ministry of Defence is actively supporting BAE Systems export campaigns with Turkey and the KSA; the success of either of which would be enough to secure approximately 150-200 jobs on the Warton assembly line. In addition, to Typhoon, UK investment in the global F-35 programme, which has prospective orders for more than 3,500 aircraft, has created up to 20,000 UK jobs in the manufacturing and supply chains. With some nations expected to operate F-35 until the 2080s, the UK's participation in this programme will sustain these jobs for decades to come. Moreover, our investment in the Global Combat Air Programme is building on the Typhoon and F-35 UK industry skills base. There are already over 3,500 skilled people working on the programme across the UK, with a large proportion employed at BAE Systems at Warton, where the development of the aircraft is being led. Our commitment to the UK's Combat Air aerospace sector through the Typhoon, F-35 and GCAP programmes outlined in the Strategic Defence Review will deliver a world class Combat Air fleet for our armed forces and support over 40,000 long-term, high-quality UK manufacturing jobs.

The UK is co-leading the Drone Capability Coalition (DCC) with Latvia, which will increase the quality and quantity of drones provided to Ukraine, including through a recent order of 30,000 drones. Nationally, in the 2024-25 financial year, the UK delivered drones worth over £325 million to Ukraine, which included collaboration between UK and Ukrainian drone companies. The UK works closely with the Armed Forces of Ukraine to ensure that they can effectively operate the drones provided, including through providing training and technical assistance. It should also be noted that Ukrainian drone capability is world leading so this partnership offers significant opportunity for UK capability.

The UK is co-leading the Drone Capability Coalition (DCC) with Latvia, which will increase the quality and quantity of drones provided to Ukraine, including through a recent order of 30,000 drones. Nationally, in the 2024-25 financial year, the UK delivered drones worth over £325 million to Ukraine, which included collaboration between UK and Ukrainian drone companies. This includes the co-development of drone technologies, for example; radios, alternative navigation methods, electronic warfare resistant GPS antennas.

What assessment has been made of the adequacy of current domestic firearms production in meeting the needs of the UK's armed forces.

The strategic aim of this Government's Defence Industrial Strategy is to make sure the imperatives of national security and a high-growth economy are aligned. The Defence Industrial Strategy will signal to industry the areas we want to grow our onshore production capability, and where we will work with allies. This will ensure the UK has the industrial base needed to meet the potential threats of the future, as well as maximise economic benefits to the UK, ensuring UK suppliers get more value out of our procurement spend. All Ministry of Defence procurement decisions are carefully considered, taking into account not only the capabilities of the equipment but also the wider economic impact and the need to maintain operational sovereignty.
