Commonwealth and Development Affairs, what assessment his Department has made of the potential impact of US Government policy on universities on British students studying in the US.

US domestic policy is a matter for the US Government. The Foreign, Commonwealth and Development Office provides travel advice to inform British nationals so they can make decisions about travelling abroad. We constantly review our travel advice for each country or territory to ensure it includes up-to-date information and advice on the most relevant issues for British people visiting or living there. We stand ready to provide consular support to British nationals abroad 24/7.

Commonwealth and Development Affairs, what discussions he has had with the Chancellor of the Exchequer on seizing the interest that has accrued on Roman Abramovich’s assets associated with the sale of Chelsea Football Club.

In a statement announcing the sale of Chelsea FC, Roman Abramovich stated the proceeds would be used to establish a foundation for the benefit of all the victims of the war in Ukraine. The Government is determined to see the proceeds reach humanitarian causes in Ukraine as quickly as possible, and we are exploring all options to bring that about.

The UK is working with international partners, has engaged with Abramovich's team, and is exploring all options to ensure the proceeds reach humanitarian causes in Ukraine. While it would not be appropriate to provide a running commentary on discussions, we are doing everything we can to make progress on this matter as quickly as possible.

We need to work together to bolster the European defence industrial base, making sure that it can compete globally and deliver for our security and defence needs as well as contribute to growth and jobs. Officials and Ministers will continue to engage EU counterparts as we reset relations and explore opportunities for UK-EU defence and security cooperation.

Commonwealth and Development Affairs, with reference to his Oral Statement of 17 March 2025 on G7, Official Report, column 41 and 46, what steps he is taking to ensure that the UK is fulfilling its obligations under international humanitarian law.

As soon as the Foreign Secretary took office, he ordered a review into Israel's compliance with International Humanitarian Law (IHL), which concluded that there was a clear risk that UK export items might be used to commit or facilitate serious violations IHL. I also receive legal advice as appropriate on the UK's obligations. The IHL assessments continue and we are closely monitoring developments in Gaza and will keep this position under review. The UK has raised compliance with IHL with Israel at the most senior levels and has discussed it with G7 partners.We have suspended relevant export licences to Israel for use in military operations in the Gaza conflict. We have continued to review export licences for items to Israel and assess that there are no extant licences for items that might be used to commit or facilitate a serious violation of IHL. This is subject to the specific measures set out before Parliament excluding exports to the global F-35 programme from the scope of the suspension.Our longstanding position is that it is for the courts to determine whether or not a crime has been committed.

We strongly welcome the ambitions of the ReArm programme and believe it is in the interest of European defence to create a structure that allows member states to partner with the UK. Officials and Ministers frequently engage EU counterparts, including High Representative Kaja Kallas, who met with the Defence and Foreign Secretaries in London last month, the first visit by an EU High Representative since the UK left the EU. During which they discussed the need for EU defence financing and wider defence industrial initiatives to be inclusive of third countries like the UK and we will continue to do so.

Commonwealth and Development Affairs, what representations he made to his Egyptian counterpart to allow access to Alaa Abdel El-Fattah on 23 January 2025.

Reply

The UK remains committed to securing Alaa Abd El-Fattah's release so he can be reunited with his family. We continue to prioritise Mr El-Fattah's case in our engagement with the Egyptian government. The Foreign Secretary has repeatedly raised this case with the Egyptian Foreign Minister, including most recently on 23 January in Cairo. The National Security Adviser, Jonathan Powell, also raised this case with the Foreign Minister on 2 January during his visit to Cairo. The Foreign Secretary met Mrs Laila Soueif on 27 November 2024, and the Minister for the Middle East spoke with Mrs Laila Soueif on 24 December 2024 by telephone. FCDO officials remain in regular contact with the family to check on their welfare.

We thank US Ambassador Jane Hartley for her years of service to furthering the UK-US relationship before her departure from the UK. The Foreign Secretary last met with the Ambassador on 5 December. They discussed a range of issues relating to the UK-US relationship.

Commonwealth and Development Affairs, with reference to his oral response of 26 November 2024, Official Report column 631, what the terms of reference are for the review of the enforcement of sanctions; who is conducting it; when it was commissioned; when it will report; and whether he plans to publish the results.

I launched a cross-Government review of sanctions enforcement at the first Small Ministerial Group in October. The review is examining whether we have the right powers, approach, capacity and resourcing on policy, implementation and enforcement, with an urgent focus on strengthening the latter. It is being led by the FCDO in collaboration with key sanctions Departments. We will update Parliament as the review progresses.

Member for Bicester and Woodstock on 26 November 2024, Official Report, column 631, what the value is of fines that have been (a) levied and (b) paid following a breach of sanctions in relation to oil exports from Russia since 5 February 2023.

The Government is committed to strengthening sanctions enforcement. I launched a cross-Government review to ensure we have the right powers, approach, capacity and resourcing on sanctions enforcement. The Office of Financial Sanctions Implementation is the UK's competent authority responsible for the implementation of the UK's ban on the maritime transportation of Russian oil and oil products and associated services. The Department for Business and Trade implemented the UK ban of Russian oil and oil products and HMRC are responsible for its enforcement. No fines have been issued for violations of either measure. This Government is firmly committed to the protection and promotion of human rights around the world, and to reporting publicly on its actions. The FCDO's 2023 Annual Human Rights and Democracy report has been delayed due to the change of Government.

Commonwealth and Development Affairs, when he plans to publish the audit of the UK's partnership with China as a bilateral and global actor.

Reply

The audit will examine the UK's interests with respect to China. This will improve our ability to understand and respond to the challenges and opportunities China poses. The audit is due to conclude in early 2025 and we will update Parliament once the audit has concluded.
