Pursuant to the Answer of 9 December 2025, to Question 94700, on Tim Allan, whether the records held by the Cabinet Office as part of the declaration of interests process for special advisers show that Tim Allan has any shareholdings or share options in lobbying firm, BB Partners Advisory Holdings Limited.

There is an established system in place for the declaration and management of special advisers' interests, including their financial interests. As has been the case under successive administrations, interests deemed relevant for publication for special advisers in No10 and the Cabinet Office are published on an annual basis by the Cabinet Office. Mr Allan sought and received advice on his interests. He has followed every element of the advice received.

Further to the UK-EU Summit - Common Understanding, 22 December 2025, what his policy is on the negotiation and adoption of penalty clauses that would impose financial payments if the UK were to (a) amend or (b) withdraw from the new arrangements in a future Parliament, or otherwise restrict or prohibit a future government from changing the policy on engagement with the EU.

The details of any agreements, including specific clauses, are subject to ongoing negotiations with the EU. We will not provide a running commentary on the progress of those negotiations, although I would note termination provisions are routine in international agreements.

Pursuant to the Answer of 23 January 2026, to Question 106624, on Civil Servants: Workplace Pensions, what steps he is taking to help tackle the (a) delays in payment and (b) backlogs in the Civil Service Pension Scheme for pensioners; and what role is HMRC taking to support the Cabinet Office in taking these steps.

The Cabinet Office awarded the contract to administer the Civil Service Pension Scheme to Capita in November 2023 under the previous government. Angela MacDonald, Deputy Chief Executive at HMRC, is working with the Cabinet Office and Capita to lead and support delivery of a full recovery plan. This includes commitments, with milestones, to immediately deal with priority cases, restore service levels and improve communication with affected members.The issues and delays facing a number of civil servants and pension scheme members in receiving their pension quotes are unacceptable. I want to reassure you that this Government has taken firm action to help put things right as soon as possible. We have agreed a clear recovery plan with Capita, which includes specific milestones and accountability targets for delivery. For priority cases, we have deployed additional resources and improved communication with affected colleagues, so that staff, both former and serving, receive the quality of service and support they deserve. Existing Key Performance Indicators (KPIs) have been enhanced and strengthened to deliver improved performance and higher penalties for failure, including financial penalties. These have already applied in respect to Capita's performance with recent issues and delays in administering the Civil Service Pension Scheme. Capita prioritised the most urgent cases and by the end of February, all death in service cases were either settled or progressed to the final stage or awaiting a member response. The same position was reached for ill health retirement applications by mid-March. Capita has made lump sum payments to 8,979 members, the majority of whom have retired but are not yet receiving their pension, and are on track to bring these members into regular pension payments by the end of April. To provide immediate financial support to those who may need it, arrangements are in place for interest-free bridging loans typically up to £5,000 or £10,000 in exceptional cases to most recent retirees facing payment delays. This is alongside interim lump sum payments being made to provide immediate funds to retiring members. The correspondence referred to the resignation of the Rt Hon Member for Sheffield Heeley in November 2024. The Prime Minister has addressed this matter in the House and set out that, subsequent to her appointment as Secretary of State for Transport, further information emerged and that it was right for the former Transport Secretary to resign. What his Department's policy is on making payments to the EU for (a) participation in and (b) access to the (i) Security Action for Europe instrument and (ii) common Sanitary and Phytosanitary area.

Reply

The UK is committed to a broad and constructive relationship with the EU, and we are working together to implement the package agreed at the UK-EU Summit. We will only agree deals that provide value to the UK and UK industry and any contributions will be agreed as part of ongoing negotiations. Nothing has been agreed, and we will not give a running commentary on talks.

This Government recognises that China poses a series of threats to UK national security - from cyber-attacks, foreign interference and espionage targeting our democratic institutions, to transnational repression of Hong Kongers. We are also alive to the fact that China presents the UK with opportunities as the world’s second largest economy and - together with Hong Kong - the UK’s third largest trading partner. We will continue to develop a consistent and pragmatic approach to economic engagement without compromising on our national security.

Salary entitlements for ministers are set out by the Ministerial and other Salaries Act 1975.The Prime Minister has maintained the pay freeze for ministers who continue to claim a lower salary to their entitlement under law, as per the salary amounts listed on GOV.uk. GOV.UK will be updated in due course.

Pursuant to the Answer of 29 August 2025 to Question 62335 on Senior Civil Service: Training, if he will list the external venues that have been authorised for hire since 4 April 2025; and the cost for each hire.

The Cabinet Office’s contract with Calder Conferences Limited to provide Venue Booking Services started in February 2023, under the previous administration. The below table lists the venues and costs of venues booked by the Cabinet Office through Calder Conferences since 4 July 2024. Of the 223 bookings listed, 198 were commissioned under previous guidance regarding the booking of external venues, and 25 were commissioned following updated guidance issued by this government on 4 April 2025. To provide further background information on each booking would incur disproportionate costs, but these have included events such as Civil Service Live 2025 and hearings for the Infected Blood Inquiry. These two events account for just over £587,000 of the costs of external venue hires via Calder since 4 April 2025. This government’s updated guidance on restrictions to booking external venues, issued on 4 April 2025, makes clear that external venues for away days are only to be used when space in government buildings or zero cost venues is unavailable. When it is absolutely necessary to procure an external venue, departments must do so through established procurement routes. Any expenditure related to away days must demonstrate value for money and adhere to reasonable cost expectations. With reference to the Government press release entitled Internship Scheme To Get More Working Class Students Into Civil Service, published on 1 August 2025, whether children of Hon. Members will be able to apply for the Summer Internship Programme in 2026.

As we set out in August, we will be opening our Fast Stream Summer Internship Programme exclusively for undergraduates from lower socio-economic backgrounds for 2026. We will determine eligibility based on parental occupation at age 14 in line with guidance from the Social Mobility Commission and the Office for National Statistics definition.

We are restoring confidence in government and the highest standards in public life and have already taken steps to improve probity and transparency, including through issuing a new Ministerial Code which highlights the importance of the principles of public life, by strengthening the terms of reference for the Independent Adviser, and by introducing a new monthly Register of Gifts and Hospitality. An update on the Ethics and Integrity Commission will be provided in due course.

The Cabinet Office does not centrally record the total number of metrics captured. Our teams and business units maintain a wide array of dashboards tailored to their specific functions and business requirements. A precise, aggregated figure is not available. The dashboards contain internal management information, and it is not Cabinet Office policy to publish them.

Whether he has made an assessment of the potential impact of trade tariffs imposed on the EU by the United States on businesses in Northern Ireland.

We have a strong and proud tradition over centuries of free trade here in the United Kingdom, and we will continue to make the case for that. With regard to our specific trading relationship with the United States, after conversations between the Prime Minister and the President in the Oval Office in February, we wish to deepen our trading relationship with the United States. We will continue to monitor the impact of any such policy on Northern Ireland and I continue to regularly discuss issues with my European counterpart Maroš Šefčovič.
